The Naval Sea Systems Command (NAVSEA) is issuing this Sources Sought / Request for Information (RFI) on behalf of the
Program Executive Office Unmanned and Small Combatants (PEO USC), Mine Warfare Program Office (PMS 495). The Navy is
conducting market research in accordance with FAR Part 10 to determine whether two or more small business sources possess the
requisite capabilities to successfully perform the requirement to sustain and support the Airborne Laser Mine Detection System
(ALMDS) under the stated NAICS code. This notice is for market research purposes only and does NOT constitute a request for proposal. This notice shall not be construed as acontract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals.
Program Background:
The objective of this sources sought/RFI is to help the Government determine the technical capability and qualifications of companies
in meeting the Government's needs for the ALMDS sustainment program. The incumbent contractor for the ALMDS program is
NORTHROP GRUMMAN SYSTEMS CORPORATION under contract N00024-22-C-6418.
ALMDS is a laser-based electro-optic Airborne Mine Countermeasures (AMCM), high-area-coverage system that detects, classifies,
and localizes floating and near surface moored Mine-Like Objects (MLOs). ALMDS is deployed on the MH-60S helicopter. Each set
of ALMDS fleet deliverable hardware consists of an ALMDS Pod Subsystem (APS) and Peculiar Support Equipment (PSE).
Technical Background & Reference Parameters:
While the Government is not currently seeking fabrication of new ALMDS baselines, prospective offerors must understand the
system's production context to effectively perform sustainment. Offerors will be required to interface with the established
Configuration Management of the production baseline to track 'as-maintained' statuses. Additionally, all depot repairs, part
replacements due to obsolescence, and asset re-verifications must align with the rigorous standards established during original
Component Qualification Testing and Factory Acceptance Testing (FAT). Note: Production and fabrication of new system baselines
are not the primary focus of this effort.
Requested Information / White Paper Requirements:
Interested parties are requested to respond with a white paper company profile to include the following capabilities and feedback
based on the program's Draft SOW:
1. Engineering Services (Ref: SOW 3.1.9): A presentation of your organization's relevant knowledge, skills, and abilities capable of
providing engineering services to support the Government as required per issued Technical Instructions.
2. Depot Support (Ref: SOW 3.7): Demonstrated capability in receiving, diagnosing, repairing, and re-verifying ALMDS production
assets and Peculiar Support Equipment (PSE). The source must be able to maintain preventive and corrective maintenance
procedures, quote repair estimates, and conduct closed-loop Failure Reporting, Analysis, and Corrective Action System
(FRACAS) for all components.
3. Integrated Logistics Support (Ref: SOW 3.8): Demonstrated capability in tracking preventive maintenance on APSs A1-A23
and PSE, managing hardware and software 'As-maintained' configurations, supporting weekly ILS meetings, and updating
Depot Spares Analysis.
4. Software Support Activity (Ref: SOW 3.9): Demonstrated capability in maintaining the APS Computer System Configuration
Items (CSCIs), adding/removing functionality, conducting regression testing, maintaining CEC1/CEC2 baselines in Clear Case,
and utilizing the ALMDS Mission Simulation Suite (AMSS).
5. Data Rights & Intellectual Property (Ref: Attachment 3): Describe your approach to managing Data Rights for the sustainment
phase (particularly regarding the SSA). Please note if you anticipate needing to assert any restrictions on technical data or
computer software based on the SOW requirements.
6. Cost Drivers & Risks: Identify any major cost drivers, supply chain risks (such as DMSMS/obsolescence), or technical risks
associated with fulfilling these sustainment requirements.
7. Acquisition Strategy Feedback: Provide recommendations on the most appropriate contract type(s) (e.g., Cost-Plus-Fixed-Fee,
Firm-Fixed-Price) and structure for this sustainment effort, including rationale.

Interested firms who believe they are capable of providing the above mentioned services and that meet the SECRET facility and
safeguarding clearance requirements as outlined in the attached Draft DD Form 254 are invited to indicate their interest by providing:
Company name, Address, and Overnight delivery address
CAGE code and Unique Entity ID (UEI)
Point of Contact (Name, E-mail address, Telephone number)
Facility clearance level
Business Size Status under the identified NAICS Code (i.e. Large, SB, VOSB, SDVOSB, WOSB, etc.)

Interested parties are requested to respond to requested information in this RFI with a white paper in Microsoft Word for
Office-compatible format. Please limit responses to 25 pages or less (including cover and administrative pages); 1-inch margins;
and 12-point font (or larger).

Proprietary information, if any, must be clearly marked. The subject line of the email should read "ALMDS Sustainment Program
Request for Information".

Responses to this notice are not offers and will not be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative because of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued, except that incomplete, or the absence of, responses from small business will inform a determination on whether there is an expectation for small business participation. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations. This RFI is open to all interested parties meeting the applicable small business size standard for market research purposes. Should an RFP for ALMDS sustainment be issued, proposals which originate outside the U.S. may be permitted as long as the prime contractor can meet all domestic United States manufacturing and solicitation requirements (ifnapplicable).
