Special Notice
The U.S. Department of State, U.S. Embassy Singapore, intends to award a sole-source fixed-price contract to Blue Door Creative Development Limited, 15 Church Road, London, SW13 9HE, United Kingdom, pursuant to FAR 13.106-1(b)(1)(i), Soliciting from a Single Source.
The Government requires leadership development, facilitation, program design, and delivery services to support a U.S.-Singapore Leadership Development Exchange Program for personnel from U.S. Embassy Singapore and officials from the Singapore Ministry of Foreign Affairs (MFA).
The contractor shall provide a fully customized bilateral leadership exchange program consisting of:
• Stakeholder discovery and research interviews;
• Leadership development program design;
• Customized workshop and facilitation materials;
• Scenario-based exercises and diplomatic case studies;
• Project management and logistics coordination;
• Two-day workshop facilitation in Singapore;
• Half-day debrief session; and
• Post-program survey analysis and recommendations.
The anticipated period of performance is June 2026 through October 2026.
The anticipated total value of the requirement is approximately $67,600.
The Government intends to award to Blue Door Creative Development Limited based on the contractor's demonstrated experience supporting leadership development initiatives for the U.S. Department of State and its demonstrated capability to design, develop, and facilitate customized leadership development programs involving complex stakeholder engagement, executive-level participants, and bilateral professional exchanges.
The Government has determined that Blue Door Creative Development Limited is the only source reasonably available that can meet the Government's requirement within the required timeframe based on its demonstrated experience, specialized facilitation capabilities, and understanding of Department of State leadership development objectives.
This notice is not a request for competitive quotations. However, interested parties may submit capability statements demonstrating their ability to satisfy the Government’s requirement.
Capability Statement Requirements
Interested vendors shall submit a capability statement demonstrating their ability to provide services comparable in scope, complexity, and sensitivity to the requirement described herein.
Capability statements shall include, at a minimum:
1. Demonstrated experience designing and facilitating leadership development programs for U.S. Government agencies, foreign governments, international organizations, or similarly complex institutional clients;
2. Demonstrated experience supporting diplomatic, bilateral, intercultural, or international engagement programs involving senior-level participants;
3. Experience conducting stakeholder discovery, qualitative research interviews, and customized content development to support leadership or strategic engagement initiatives;
4. Experience developing and facilitating scenario-based exercises, executive workshops, and interactive leadership training programs;
5. Demonstrated capability to provide facilitation and operational support for international workshops or exchanges;
6. Examples of at least two recent projects of similar scope and complexity performed within the last five years, including client name, project description, performance dates, and contract value;
7. Organizational information, including staffing approach and relevant personnel qualifications; and SAM.gov registration information and UEI number.
Capability statements shall not exceed five (5) pages, excluding resumes and past performance references.
Responses
Responses to this notice shall be submitted electronically to Kevin M. Phillips at SGProcurementRFQ@state.gov no later than 4 PM Singapore Time (SGT) on June 19, 2026.
Telephone inquiries will not be accepted.
Responses received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties must clearly demonstrate their capability to perform the requirement without material duplication of cost, effort, or schedule impact to the Government.
A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
