The Norfolk Naval Shipyard is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for the purchase, delivery, installation, and turnover of six (6) double-wide Temporary Production Facilities (TPFs) at Norfolk Naval Shipyard, Portsmouth, Virginia. The facilities shall consist of six (6) 24-foot x 40-foot Type A configuration double-wide modular units, stackable, non-combustible construction with integrated fire suppression systems, installed in a double-stacked configuration. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 236220.
There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred.
If your organization has the potential capacity to perform these contract services, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort. Capability statements should specifically address experience providing modular facilities of similar size and complexity, delivery and installation of double-wide modular units, multi-story or stackable modular structures, fire suppression system integration, and performance of similar projects for Federal, Department of Defense, commercial, or industrial customers.
The Government will evaluate market information to ascertain potential market capacity to provide services/supplies consistent in scope and scale with those described in this notice and otherwise anticipated.
Based on the responses to this sources sought notice/market research, this requirement may be set aside for small businesses. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by June 16, 2026, at 1:00 PM EST. Interested parties shall limit responses to two (2) pages. Responses shall include company name, UEI, CAGE Code, business size under NAICS 236220, socioeconomic status (if applicable), and a capability statement demonstrating the firm's ability to successfully perform the requirement described in the Statement of Work (SOW).

Statement of Work
Purchase of Temporary Production Facilities to support Norfolk Naval Shipyard
Performance: The contractor shall provide the following temporary production facilities to Norfolk Naval Shipyard.
1. Six (6) 24-ft x 40-ft Type A configuration double-wide, stackable, non-combustible temporary production facilities (TPF’s) with fire suppression.
a. The complex will have six (6) doublewides, double stacked.
The contractor shall provide all labor, materials, equipment, tools, transportation and supervision necessary to deliver these modular temporary facilities in accordance with the specifications outlined in this document and attached drawings. The contractor shall also provide all labor, materials, equipment, tools and supervision necessary to manufacture, deliver and test the TPF at Norfolk Naval Shipyard. All temporary production facilities will be located at Norfolk Naval Shipyard, specific locations and drawings are included with this specification package.
Contractor is to supply NNSY with two schedules within 10 days of contract award. First schedule (Manufacturing) being from contract award to when the facilities arrive at NNSY. Second schedule being the delivery schedule from when the trailers are delivered to NNSY until they get turned over to the government. Review attachment for schedule example. Changes in schedules are required to be submitted for review in writing 30 days prior. NNSY will review proposed schedule and reply with written acceptance. Schedule dates subject to negotiations.
If the Contractor fails to deliver the equipment or supplies or perform the services within the time specified in this contract, the Contractor shall, in place of actual damages, pay to the Government liquidated damages. Liquidated damages will be charged by the daily rental rate from the average of historical lease cost data. The daily LD rate for a 24-ft x 40-ft double wide, stackable, noncombustible TPF is $2066.03.

Period of Performance: The contract shall be awarded no later than 1-Sep-2026. The need date for the six (6) units to be delivered is 1-Jan-2027.
Contractor Responsibilities: “ Per FAR 22.102-1(a) entitle “Safety”, Contractors are hereby informed that their employees or representative present on property under NNSY cognizance must follow Federal and State OSHA requirements; NNSY OSHE Program Manual, NAVSHIPDNORINST P5090.2 requirements; OSHE Control Manual (OSHECM) requirements; or safety requirements for site specific location of the contract”
Contractors and Non-NNSY Government Agencies (NNGAs) are hereby informed that their employees or representatives present on property under NNSY cognizance must adhere to Federal OSHA requirements for hazardous energy control lAW 29 CFR 1915.89 and must follow Hazardous Energy Control (HEC) procedures as identified in NAVSEA's Occupational Safety, Health, and Environment Corporate Manual (OSHECM) Chapter 250 (latest revision), when performing work under NNSY contract. All HEC work to be performed by Contractors and NNGAs requires that NNSY Technical Points of Contact (TPOCs) and/or Contracting Officer's Representatives (CORs) be notified of the HEC scope of work prior to starting work. Any changes or deviations in the initial scope of HEC work require the NNSY TPOCs and/or CORs be informed of the change/deviation. Appendix 250.8-1 through B-3 of OSHECM Chapter 250 for multiple employer work identifies when Contractors and NNGAs are required to assign their Lockout/Tags-Plus Coordinator (LOTC) to coordinate HEC work with the cognizant NNSY LOTC. HEC locks shall be provided by the contractor or NNGA for their employees use. The HEC locks shall have red bodies with name labels or name tags affixed, identifying who installed the HEC lock(s) and a point of contact telephone number. HEC lock name labels and tags must be made of materials that will hold up to the environment to which they are exposed. HEC tags used for Tags-Plus HEC work shall be provided by the cognizant NNSY LOTC to the contractor or NNGA for their use if machinery, equipment, or systems (MES) cannot be locked out. OSHECM Chapter 250 Tags-Plus procedures will be strictly followed.

Names and contact information for NNSY LOTCs and/or the Facility Custodian will be provided by NNSY TPOC and/or CORs set forth elsewhere in this award document."
Before any leased temporary production facility unit will be accepted by the government, an inspection will be performed to ensure that the contractor has provided a product that adheres to the agreed upon specifications in this document. If the inspection is not satisfactory, the contractor has 10 business days to correct the discrepancies (at contractors cost), or the temporary production facility will not be accepted by the government.
Contractor understands that the customer will need to make modifications to the enclosures in order to support the work that will be done from these units.

Shipyard Responsibilities: Customer agrees to provide contractor ready access to the job location during contractor’s working hours (i.e., weekdays between the hours of 7:30 AM and 4:00 PM). Emergent services outside these hours will require customer approval and will be no cost to the government. Customer is responsible for the cost of all additional approved or requested maintenance and repairs not specifically covered under this Agreement or any applicable warranties. Customer will prevent anyone other than contractor from maintaining, repairing or modifying its product.
The customer agrees to, upon satisfactory delivery and installation; connect the TPF to NNSY temporary services (i.e., electrical power, phone lines, fiber, CAT 5/CAT6). The customer shall also have all temporary services disconnected upon completion of the contract in order to allow the contractor to remove the facilities from the shipyard.
Lifting and Handling Requirements: No later than 30 days prior to any lifts associated with the installation of these temporary production facilities, a detailed lift plan shall be submitted to Norfolk Naval Shipyard’s Code 714 Engineers for approval. Contractor shall provide their own crane and rigging support and will not have access to Norfolk Naval Shipyard crane and rigging support assets.
