BACKGROUND
The Fundamental Thermodynamics group at the Sensor Science Division is conducting Photonic ac-dc Thermal Transfer Standard (PTTS) project. The main focus of the project is to develop the next-generation chip-scale photonic ac-dc difference metrology that can replace legacy thin-film multijunction thermal converters (MJTCs), reduce the ac-dc difference calibration chain and sensor ownership cost.
The PTTS project, pursued by the Fundamental Thermodynamics group is part NIST-on-a-Chip (NOAC) program. The timely achieving project’s milestones is NIST-mission-critical task and is one of the priorities of the Physical Measurement Laboratory (PML).
One of the essential milestones of Photonic ac-dc Thermal Transfer Standard (PTTS) is to develop high‑precision, deployable photonic readout system. This capability is a critical milestone of the PTTS project, providing the accuracy and stability needed to advance photonics-based ac-dc difference metrology toward practical implementation. To achieve these essential for the project milestones, the Fundamental Thermodynamics group has a critical need for one (1) high-seed lock-in/servo system. This instrument is essential for enabling scalable and practical solutions for next-generation ac-dc difference metrology. Delaying or not approving this procurement would directly hinder progress on key deliverables of the NOAC Photonic ac-dc Thermal Transfer Standard (PTTS) project. Timely acquisition is essential to ensure technical objectives are met and the project remains on track to deliver transformative advances in next‑generation ac-dc difference metrology.
NIST is seeking information from sources that may be capable of providing high-speed lock-in/servo system to support NOAC Photonic ac-dc Thermal Transfer Standard (PTTS) project.
If no alternate sources are identified, the Government intends to issue a Sole Source Award to, Liquid Instruments Inc. (UEI MS6AHD4EF8D7:) under the authority of FAR 12.102(b) The North American Industry Classification System (NAICS) code for this acquisition is 334516.
The high-speed lock-in/servo system must meet the following minimum specifications:
- Shall include at least 4 Analog inputs with a Bandwidth of at least 600 MHz (for up to 2 channels being in use) and at least 300 MHz (for up to 4 channels being in use)
- Shall have a sampling rate of at least 1 GSa/s per1 channel
- Shall have an ADC Resolution of at least 10-bit with a preference for 18 bit or higher.
- Maximum voltage range 40 Vpp
- Input Impedance 50 Ω or 1 MΩ
- Input coupling AC or DC
- Input voltage noise less than 30 nV√Hz at 100 Hz
- Input reference noise shall be no greater that 500 µV root-mean-square (RMS)
- Shall have at least 4 analog outputs channels
- Output bandwidth with at least 100 MHz with at least +/- 5 volts, and at least 500 MHz with at least +/- 1 volts
- Output sampling rate of at least 1.25 GSa/s per channel
- Output resolution at least 16-bit
- Output Voltage Range at least 10 Vpp into 50 Ω
- Must have capability of operating in the following configurations:
- Lock-in Amplifier
- Arbitrary Waveform Generator
- Oscilloscope
- Frequency Response Analyzer
- Waveform Generator
- PID Controller
- PID controller must have at least the following gain profiles: proportional, Integral, Differential, double-integral
- Phasemeter
- Data Logger
- Spectrum Analyzer
- Digital Filter Box
- Laser Lock Box
- FIR Filter Builder
- Logic Analyzer/Pattern Generator
- Shall have the to operate up to 4 configurations at a time
- Software control via USB or WiFi
Must be lockable to 10 MHz reference
HOW TO RESPOND TO THIS NOTICE
In responding to this notice, please DO NOT PROVIDE PROPRIETARY INFORMATION. - Describe performance capabilities of the product(s) your company recommends to meet the Government’s requirements. Additionally, if there are other features or functions that you believe would assist NIST in meeting its objectives described above, please discuss in your response.
- Discuss whether the equipment that your company sells and which you describe in your response to this notice may be customized to specifications and indicate any limits to customization.
- Identify any aspects of the NIST market research notice, including instructions, and draft minimum specifications in the BACKGROUND section you cannot meet and state why. Please offer suggestions for how the market research notice and draft minimum specifications could be made more competitive.
- State whether the proposed equipment is manufactured in the United States and, if not, state the name of the country where the equipment is manufactured.
- Identify any plans/possibilities for changes in manufacturing location of the aforementioned equipment and provide relevant details, including timeline.
- For the NAICS code listed in this notice:
- Indicate whether your company is (a) a small business or (b) other than small business. See the Table of Small Business Size Standards and the associated .pdf download file for small business size standards and additional information.

Indicate if your company performs the facility renovation services or typically subcontracts the work to another company. Indicate if your company would be interested in inspecting the intended installation site during the market research phase.
- State published price, discount, or rebate arrangements for recommended equipment and/or provide link to access company’s published prices for equipment and services.
- If the recommended equipment and related services are available for purchase on any existing Federal Supply Schedule contract(s) or other contracts against which NIST may be able to place orders, identify the contract number(s) and other relevant information.
- Identify any customers in the public or private sectors to which you provided the recommended or similar equipment. Include customer(s) information: company name, phone number, point of contact, email address.
- Provide any other information that you believe would be valuable for NIST to know as part of its market research for this requirement.
