This is a combined synopsis/solicitation for commercial items prepared in accordance with part 12. This announcement constitutes only solicitation. Offers are being requested and a separate written solicitation will not be issued.
Solicitation number FA462526Q1068 is issued as a request for quotation (RFQ) for Fire Protection Hazardous Materials Technician (HMT) Course in accordance with the attached Statement of Work (SOW). This contract will be one-time service with the anticipated period of performance listed below.
This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.
The North American Industry Classification System (NAICS) code for this project is 611430 with a size standard of $16.5M.
The anticipated period of performance (PoP) is:

All personnel requesting access to Whiteman AFB must possess a valid State or Government picture identification card. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation includes a valid U.S. or foreign government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal state or local government agencies that include a photo and biographic information. A full list of REAL ID Act compliant and non-complaint states can be found at https://www.dhs.gov/real-id. Personnel requesting vehicle access to Whiteman Air Force Base must provide a valid driver's license, current vehicle registration, and valid vehicle insurance. Foreign Nationals will not be authorized access to Whiteman AFB MO.
All companies must be registered in the System for Award Management at https://www.sam.gov/portal/public/SAM/ to be considered for award. The Government will not provide contract financing for this acquisition. Invoice instructions shall be provided at time of award.
To be eligible for award, offerors must demonstrate compliance with Cybersecurity Maturity Model Certification (CMMC) requirements. Per this solicitation provision DFARS 252.204-7025, offerors must have a current CMMC status at the level specified recorded in the Supplier Performance Risk System (SPRS) at the time of award. The resulting contract will include DFARS clause 252.204-7021, requiring the contractor to maintain this CMMC level for the duration of the contract.
Submission Instructions and Evaluation Criteria
RFO Provision 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services and RFO 52.212-2, Evaluation – Commercial Products and Commercial Services apply to this acquisition.
The Government will award a contract resulting from this RFQ to the responsible Offeror whose conforming quote represents the Best Value to the Government, price and technical factors considered.
PART I: TECHNICAL CAPABILITY (RFO 52.212-1 & RFO 52.212-2)
Offerors must submit a technical quote demonstrating their capability to meet all requirements stated in the Statement of Work (SOW). The technical quote must explicitly include confirmation and proof of the Offeror's understanding and capability to meet the Course Delivery Schedule, alongside clear specifications of the proposed services.
Technical capability will be evaluated as Acceptable/Unacceptable. To be rated as Acceptable, the technical quote must clearly demonstrate that the Offeror can fulfill all SOW requirements, including the Course Delivery Schedule and technical specifications. A rating of Unacceptable in any technical requirement will make the entire quote ineligible for award.
PART II: PRICE (RFO 52.212-1 & RFO 52.212-2)
Offerors must submit pricing to include any necessary supporting documentation to support the proposed pricing position.
Pricing will not receive an adjectival rating. The Government will evaluate the total proposed price for fairness and reasonableness.
Quote Validity
Quotations submitted in response to this RFQ shall remain valid and available for Government acceptance through 30 September 2026. All proposed prices, terms, and conditions shall remain firm and unchanged during this period.
Notice of Award
A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
A vendor must be determined to be responsible by the Contracting Officer in order to be eligible for award. Responsibility is described in Revolutionary FAR Overhaul (RFO) Subpart 9.1, “Responsible Prospective Contractors.” Part of the determination addresses financial capability. Please provide the names, addresses, phone number, email, and points of contact for all financial institution organizations utilized to assist in determining if contractor has adequate financial resources to perform the contract or the ability to obtain them to include written authority to contact the provided financial institution.
