Intent to Sole Source Subject: Notice of Intent to Sole Source Philips Radiology Support Contract for Washington DC VAMC Solicitation Number: [Insert Number] VA Facility: Washington DC VA Medical Center 50 Irving Street NW Washington, DC 20422 Description of Requirement: The Department of Veterans Affairs intends to award a sole source contract to Philips Healthcare for comprehensive maintenance and support services for Philips Radiology Equipment at the Washington DC VA Medical Center (VAMC). The contract will cover the equipment outlined in the Statement of Work (see Attachment A), including but not limited to: DigitalDiagnost, Vereos PET/CT, IntelliSpace CardioVascular, Ingenia Ambition X, CombiDiagnost R90, Azurion, IntraSight, EPIQ Elite, and associated accessories, probes, and transducers. The Contractor shall provide all labor, personnel, equipment, tools, materials, supervision, and other items and services necessary to perform the required service and maintenance for the period 10/3/2026 10/2/2027. Services include (but are not limited to): regular preventative maintenance, corrective maintenance and repairs, updates/patching, remote support, parts/materials/tools/labor, reporting, and quality assurance, in accordance with Original Equipment Manufacturer (OEM) recommendations and standards as detailed in the SOW. Justification for Sole Source: Philips Healthcare is the Original Equipment Manufacturer (OEM) for the radiology equipment in scope. Maintenance, repairs, and upgrades must be performed by OEM-trained and certified engineers using OEM-certified parts to maintain equipment warranties, ensure patient and operator safety, and guarantee equipment reliability and functionality as mandated by Veterans Health Administration (VHA) policy. Use of non-OEM personnel or materials may void existing warranties, result in improper servicing, and place VA at risk of equipment malfunctions or regulatory noncompliance. After market research, it is determined that no known third-party vendor can perform these services to the required specifications without jeopardizing system integrity or violating warranty requirements. Only Philips Healthcare has access to proprietary parts, software, and documentation necessary for maintenance and support. Attempts to utilize other vendors in previous instances have resulted in denied warranty claims and/or prolonged equipment downtime. Additional Information: A Class Justification for Exception to Fair Opportunity (JEFO) and a Sole Source letter have been provided in support of this procurement action. This notice is not a request for quotes. However, interested parties may identify their interest and capability by providing documentation to the Contracting Officer. All responses are due by 09/25/2026, 9:00 am EST. Supporting documentation must demonstrate the ability to provide maintenance by OEM-certified personnel and access to OEM parts/software for the listed equipment.
