Responses will be used for market research to determine appropriate acquisition strategies. No reimbursement will be provided for responding. Any future solicitation will be posted separately on SAM.gov, and interested parties are responsible for monitoring that site. 1. Purpose: The U.S. Geological Survey (USGS) is conducting market research to identify qualified small businesses¿including Small Business, Veteran-Owned, Service-Disabled Veteran-Owned, HUBZone, Small Disadvantaged, Women-Owned, Indian Small Business Economic Enterprises, and 8(a) firms¿capable of providing deployment, maintenance, operation, repair, and technical support services for the Albuquerque Seismological Laboratory (ASL). 2. Background: ASL operates more than 330 seismograph stations worldwide, including approximately 230 in the continental United States. ASL installs, operates, and maintains the USGS component of the Global Seismographic Network (GSN) and the Advanced National Seismic System (ANSS). These networks support: a. Real-time earthquake monitoring (USGS NEIC) b. Tsunami warning operations (NOAA) c. Nuclear test monitoring (CTBTO and U.S. Air Force) d. International scientific research communities 3. Scope of Requirement: The anticipated requirement includes but is not limited to: a. Deployment, installation, maintenance, operation, modification, and repair of domestic and international seismological instrument systems b. Collection and processing of digital and analog seismic data c. Facilities, engineering, and technical support services Example labor categories include: Field Engineering Manager, Senior Field Engineer, Field Engineer, Electronic Technician, Electronic/Mechanical Facilities Technician, and Permitting Specialist (regional network support). Contractor tasks may include inspections, adjustments, part replacement, testing, minor repairs, monitoring, setup, cable fabrication, and related technical activities. Work requires applied electronics knowledge and use of common test instruments (e.g., multimeters, audio generators, oscilloscopes). Typical equipment includes: Quanterra Q330HR, Kinemetrics Slate, Quanterra Baler, Streckeisen STS 1/STS 2/STS 2.5, Geotech KS54000, Nanometrics Trillium 240/120, Güralp CMG 3T/3TB, Kinemetrics FBA23, and Episensor accelerometers. 4. Period of Performance: One (1) twelve month base period and four (4) twelve month option periods. 5. NAICS Code: NAICS 811210 - Electronic and Precision Equipment Repair and Maintenance. Requested Information: Interested small businesses shall submit a capabilities package addressing the following: 1. Professional Qualifications: a. Relevant professional registrations, education, certifications, and training b. Qualifications of key personnel (prime and subcontractors) c. Staffing capacity to support multiple, simultaneous technical tasks 2. Capability & Technical Experience: a. Demonstrated experience relevant to seismological operations, maintenance, and equipment repair b. Description of technical competencies aligned with ASL mission needs 3. Specialized Experience: a. Breadth and diversity of past projects b. Demonstrated use of technologies required for seismic network operations c. Resumes for proposed personnel showing direct fieldwork and instrumentation experience 4. Past Performance: (within the last 4 years) a. Government or commercial past performance b. Cost control, quality of work, schedule compliance c.
