**IRON MOUNTAIN INFO MGMT LLC** Renewal of Data Backup and Disaster Recovery Services, a base year in fiscal year 2026 with 4 option years

The Indian Health Service, Division of Information Technology Operations (ITO) at IHS Headquarters in Rockville, MD, requires a Renewal of Data Backup and Disaster Recovery Services, a base year in fiscal year 2026 with 4 option years.  This requirement is for the continuation of IHS’s electronic backup data and physical records which currently reside with Iron Mountain Information Management LLC’s propriety backup infrastructure. Iron Mountain provides managed, offsite/cloud-based backup, storage, retrieval, and disaster recovery services for the IHS’s electronic records and information systems to include secure encrypted storage of backup data, scheduled and on-demand backup jobs, media/tape management and vaulting, data restoration support, and business continuity/disaster recovery capabilities designed to meet defined recovery time objectives. Migrating this data to a different provided would require full data migration and re-formatting efforts, introducing material risk of data loss, corruption, or gaps in backup chain that are subject to HIPAA, FISMA, and HHS/HIS records retention requirement. Besides the risks, the cost may be prohibitive to make a vendor change.

Period of Performance:  September 29, 2026 – September 29, 2027

The award will be a single source procurement awarded to Iron Mountain Information Management LLC in accordance with RFO-FAR 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Contracting Officers may solicit from only one source if the circumstances of the contract action deem that only one source is reasonably available based on the current requirement. 

Only one source is capable of fulfilling the Government’s requirement to provide continued media backup and management without exposing risk of data loss or requiring migration of existing records. 

This notice is not a solicitation or a request for offers. Any potential sources other than Iron Mountain Information Management LLC may submit a capability statement via email to Dana Monroe, at dana.monroe@hhs.gov by 12:00 PM EDT on Wednesday, September 9, 2026. 

Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Oral communications are not acceptable in response to this notice. 

A determination by the Government not to compete the proposed procurement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A solicitation will not be issued.
