1. Air Handling Unit Manufacturer and Model Discrepancy: SOW Section 4.6 lists the Air Handling Units (AC-1, AC-2, and AC-3) at the Weather Forecast Office (WFO) as Trane model MCC10 and MCC06 units. However, the actual equipment nameplates and serial labels in the site photographs provided in Attachment 7 identify these active units as manufactured by SnyderGeneral Corporation (Model Code: AHP24052GYRA, Size 1). Could the Government please clarify whether the equipment to be serviced under CLIN 0001 consists of Trane MCC series units or SnyderGeneral units, and provide the correct manufacturer and model details to ensure accurate preventative maintenance planning and belt/filter sizing?
a. Answer: They are the Trane MCC series units. The model/serial tags are bleached out, unreadable. The Snyder General are the filter boxes for these units.
2. Unscheduled Emergency Repairs Material and Parts Cost Recovery: CLINs 0003 and 0004 for unscheduled emergency repairs require the offeror to provide an hourly labor rate. However, the solicitation does not outline a mechanism or billing line item for recovering the costs of parts and materials associated with these unscheduled repairs. Will the Government please clarify how replacement parts and materials for unscheduled emergency repairs will be reimbursed (e.g., at actual invoice cost, actual cost plus a specific administrative markup percentage, or under a separate Government-established parts allowance)?
a. Answer: Unscheduled emergency repairs will require estimates, using the labor rate provided, and pricing for the parts/components that need to be replaced submitted to the TPOC for review and approval.
3. Unscheduled Emergency Repairs Labor Hour Baselines: To ensure a fair, transparent, and balanced price evaluation of all proposals under RFQ 52.212-2, will the Government provide an estimated number of annual labor hours for WFO (CLIN 0003) and NEXRAD (CLIN 0004) unscheduled emergency repairs to be utilized as a standard baseline for all offerors' total evaluated price calculations?
a. Answer: We cannot estimate the frequency of emergency repairs or the hours required for each unscheduled visit.
4. Humidifier Consumables (Canisters and Filters) Pricing: SOW Section 4.6 lists a Nortec EL 010 humidifier requiring (1) Nortec 202 cylinder and (1) 3M model HF60-S water filter annually, and SOW Sections 2.1.5 and 2.1.6 require these consumable parts to be replaced at least annually. Could the Government please clarify whether the material and delivery costs for these annual humidifier steam cylinders and water filters must be fully absorbed within the firm-fixed-price Quarterly PM CLIN (0001) or if they should be priced and billed separately as parts/materials?
a. Answer: Factored into the CLIN 0001 price.
5. Airport Site Access and Security Badging Fees: Section 4.3 of the SOW states that the primary place of performance is co-located at the Greenville-Spartanburg Airport property. Could the Government please clarify whether technicians will require airport-specific security badging (such as SIDA badges) or security escorts to access the WFO and NEXRAD sites, and whether the contractor is responsible for any associated badging/background check fees?
a. Answer: There are no airport badging or security escorts requirements.
6. Who is the incumbent? If there is an incumbent, could you please provide us with the Purchase Order number and the total value?
a. Answer: New Requirement no incumbent.
7. Are there any post-award submittals that we should be aware of? If so, could you please provide the relevant information?

REQUEST FOR QUOTATIONS (RFQ)
NWS HVAC PREVENTIVE MAINTENANCE (PM) TWO LOCATIONS WFO AND NEXRAD IN GREER, SC.
1. Solicitation number 1305M326Q0391 is issued as a request for quotation (RFQ), for National Weather Service HVAC Preventive Maintenance (PM) two (2) Locations; WFO and NEXRAD in Greer, SC.
Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for HVAC Systems Preventative Maintenance at Weather Forecast Offices (WFO) and Next Generation Radar (NEXRAD) locations in Greer, SC in accordance with the Statement of Work. See attached Statement of Work which applies to Base Year and all Option Years 1 – 4.
A complete description of requirements for the items to be acquired, including documentation supporting any brand name descriptions or technical data, can be found in the SF18.
2. This is a request for quotations (RFQ) for commercial products or commercial services prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.
The Government intends to award a low priced, technically acceptable, single firm fixed-price purchase order on an all or none basis with payment terms of Net 30.
3. All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency.

Per NOAA Deviation 2025-02/03: System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Contracting officers will not consider those representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.
