RFO 12.202 Statements:

• This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO FAR 12.2. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.
• The solicitation number is 70RDA326R00000003 and is issued as a Request for Proposal (RFP).
• This acquisition is a full and open competition. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

Description of Requirement:
The Department of Homeland Security (DHS) Office of the Chief Readiness Support Officer (OCRSO) requires Aircraft Configuration Upfit and Operations & Maintenance (O&M) Support.

For complete technical requirements, Contract Line Item Numbers (CLINs), Not-To-Exceed (NTE) ceilings, and delivery schedules, please refer to the attached RFP No. 70RDA326R00000003 and Attachment 1: Performance Work Statement (PWS).

Proposal Instructions and Evaluation Criteria:
The Government will utilize a Tradeoff source selection process.

Offerors must structure their proposals into three (3) distinct volumes:

• Volume I: Administrative / General
• Volume II: Technical Proposal (Factor 1 - Demonstrated Technical Experience)
• Volume III: Price Proposal (Factor 2 - Price)

For comprehensive proposal submission instructions, page limits, and the detailed basis for award and evaluation methodology, offerors must strictly refer to the attached Attachment 5: Addenda to RFO FAR 52.212-1 and 52.212-2.

Place of Performance:
Physical modification work shall be performed at the Contractor's FAA-certificated Part 145 facility. Please see the RFP and PWS for complete facility and place of performance requirements.

Submission Instructions:
Responses must clearly demonstrate the firm's ability to meet all the requirements outlined in the Performance Work Statement (PWS). Proposals must be submitted electronically to the Contracting Officer and Contract Specialist.
