Subject: Sources Sought for retrofit and modernization services for fielded Joint Assault Bridge (JAB).
Purpose: The Army Contracting Command – Detroit Arsenal (ACC-DTA), on behalf of the Project Manager Force Projection (PM FP), Product Manager (PdM) Bridging, is issuing this Sources Sought notice as a means of conducting market research to identify parties having an interest in and the resources to support mobile, field-based retrofit and modernization services for fielded JAB systems.
Background: The JAB is a heavily armored combat engineer vehicle consisting of an M1A1 Abrams tank chassis integrated with a hydraulic Bridge Launch Mechanism (BLM) designed to launch and retrieve a Heavy Assault Scissor Bridge (HASB).
The Government currently has a requirement to "pure-fleet" approximately 120 fielded JAB systems. These systems require the integration of critical Engineering Change Proposals (ECPs) to address obsolescence issues and improve crew survivability. The required retrofits include:
Acquisition Timeline: The Government is in the acquisition planning phase for a five-year Firm-Fixed-Price (FFP) contract to execute these retrofits. The target award timeframe is 4th Quarter, Fiscal Year 2027 (4QFY27).
Retrofit Requirement: The Contractor will be required to provide highly skilled Field Service Representatives (FSRs) capable of traveling to unit motor pools (Continental United States (CONUS) and Outside the Continental United States (OCONUS)) to perform complex hydraulic integration, heavy armor installation, and system validation. The Contractor must execute these retrofits in austere or standard motor pool environments with fixed facility cranes or overhead lift capability, while coordinating directly with military units to ensure minimal disruption to deployment and training cycles.
Proprietary Information: The U.S. Government appreciates the time and effort taken to respond to this survey. The Government acknowledges its obligations under 18 U.S.C. §1905 to protect information qualifying as “confidential” or “proprietary.” Pursuant to this statute, the Government is willing to accept any trade secret or proprietary restrictions placed on qualifying data forwarded in response to this notice. Respondents must clearly and conspicuously mark all proprietary data. The Government will not be obligated to protect unmarked data.
