This is a sources sought notice for information only. This sources sought is for the purpose of conducting market research to provide data for planning purposes. This sources sought synopsis announcement does not constitute a formal solicitation, and is not a request for proposal, request for quote, invitation for bid, does not obligate the government to award a contract, issue a solicitation, reimburse respondents for any proposal preparation and/or submittal costs, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender.
The Bureau of International Narcotics and Law Enforcement Affairs (INL), U.S. Embassy Tegucigalpa, intends to expand classrooms in Criminal Investigation School (EIC) Training Facility within the Instituto Técnico Policial (ITP) Training Compound located in Comayagua, Honduras.
The objective of this project is to provide a complete Design-Review, Engineering, Construction Documents, Construction, Testing, Commissioning, and Turnover solution for the construction of a new dormitory facility at the Instituto Técnico Policial (ITP) in Comayagua, Honduras
The Government’s Bridging Documents (See Appendix A) establish the proposed architectural layout, functional requirements, preliminary structural concept, and overall project configuration for the new EIC Training Facility. These documents are provided as the basis of design and shall be utilized by the Contractor to develop the final certified design and to execute the construction of the project. The Contractor shall preserve the overall architectural concept, functional distribution, and operational intent established by the Government unless otherwise approved by the Contracting Officer.
The proposed facility generally includes, but is not limited to:
• One (1) classroom located at the existing ground level.
• Two (2) classrooms located on a new elevated second floor.
• One (1) multipurpose classroom located on a new elevated second floor.
• Reinforced concrete foundations.
• Structural steel framing system.
• Composite steel floor deck system.
• W Panel partition wall systems.
• Concrete masonry closure walls.
• Elevated corridors, stairs, and guardrails.
• Electrical power, lighting, and communications infrastructure.
• Fire and life safety systems.
• Architectural finishes and all associated construction necessary to provide a complete and operational educational facility.
The Contractor shall furnish all professional design services, engineering analyses, calculations, certifications, labor, supervision, materials, equipment, temporary facilities, testing, quality control, commissioning, and all incidentals necessary to deliver a complete Design-Build turnkey project in accordance with this Statement of Work, the Bridging Documents, Technical Specifications, and all applicable codes and standards.
The Contractor shall be responsible for verifying existing site conditions prior to final design, coordinating all architectural and engineering disciplines, preparing signed and sealed design documents, obtaining all required professional certifications, and constructing the project in accordance with the approved final design.
This is not a solicitation, nor will a solicitation package be issued as a result of this announcement, and no award shall be made as a result of this announcement. In the event that a solicitation is developed, it will be assigned a formal Request for Proposal (RFP) number or Request for Quotation (RFQ) and the announcement will be published on SAM.gov.

For the purposes of this acquisition the applicable NAICS code is 236220. Responses are requested no later than 21 September 2026 at 12:00 PM EDT. All prospective offerors are responsible for monitoring this site for the release of all other information pertaining to the synopsis and solicitation.

All potential sources with the capability to provide the requirements referenced in this sources sought are invited to submit, in writing, sufficient information within the page limitations listed below. This information should demonstrate the respondent's ability to fulfill the technical, delivery, and support requirements and be responsive to the technical questions in this RFI as indicated below. We will not answer technical questions or provide additional technical information at this time via this sources sought notice. Please understand that the rough order of magnitude is for the purposes of market research and your firm will in no way be committed to any estimate you provide under this notice.

Period of Performance
