MIXED METALS SCRAP REMOVAL TERM CONTRACT – USACE PITTSBURGH DISTRICT

Invitation for Bids (IFB): 2-1-QSC-T-27-001

The U.S. General Services Administration (GSA), Federal Acquisition Service (FAS), is offering for sale Government-generated Mixed Metals Scrap located at designated U.S. Army Corps of Engineers (USACE), Pittsburgh District facilities throughout Pennsylvania, Ohio, and West Virginia.

The scrap stream may include, but is not limited to:

• Steel and other ferrous metals
• Aluminum
• Copper and brass
• Wire and cable
• Other ferrous and non-ferrous metal materials

Material composition will vary by location and removal event. The Government does not guarantee any specific percentage or quantity of individual metal types.

Historical generation is estimated at approximately 150 tons annually. This estimate is provided for informational and planning purposes only and does not constitute a guarantee of quantity, minimum volume, number of removals, or specific material composition.

CONTRACT STRUCTURE

This is a recurring, removal-based Term Contract consisting of a three (3) year base period with up to two (2) one-year option periods, if exercised by the Government.

The Pittsburgh Engineer Warehouse & Repair Station, 3500 Grand Avenue, Pittsburgh, PA 15225, is the primary service location.

The contract includes 45 anticipated Pittsburgh District service locations throughout Pennsylvania, Ohio, and West Virginia. The primary facility is anticipated to require recurring service. Most other locations will be serviced when requested based on scrap accumulation and operational need. Some locations may not require service for one or more years.

LOADING AND REMOVAL

The Government will provide the labor and equipment necessary to load the scrap.

The Contractor shall provide the containers, trucks, trailers, qualified drivers, transportation equipment, and other resources necessary for removal.

At the primary Pittsburgh facility, the Contractor shall provide and maintain two (2) 30-yard roll-off containers.

At other locations, the anticipated standard service method is one (1) 30-yard roll-off container for live-load removal when requested. Alternative transportation methods, including flatbed removal, may be authorized when appropriate.

Contractor cutting, torching, dismantling, crushing, or other onsite processing is prohibited unless specifically approved in writing by the Sales Contracting Officer (SCO).

BID AND PRICING STRUCTURE

Bidding is based on a Contract Bid Percentage and must be submitted in whole percentages only.

The awarded Contract Bid Percentage will be applied to the applicable monthly:

Fastmarkets MB-STE-0305 – Steel Scrap No. 2 Bundles, consumer buying price, delivered mill Pittsburgh, $/gross ton.

Billing will be based on the actual net weight of material removed using a Long Ton (2,240 pounds) billing unit.

MANDATORY PRE-BID INSPECTION

A mandatory pre-bid inspection of the Pittsburgh Engineer Warehouse & Repair Station is required.

Failure to complete the mandatory inspection will render the bid non-responsive.

RECYCLING REQUIREMENT

All material sold under this contract is for recycling as material content only.

Resale, transfer, retention, or disposition of scrap as usable property, in whole or in part, is prohibited.
