Sources Sought
This is a SOURCES SOUGHT for the purpose of obtaining market research only. No proposals are being requested nor accepted under this synopsis. The U.S. Army Corps of Engineers, New York District, will use information obtained under this sources sought for construction of the Small Arms Range project at Stratton Air National Guard Base, NY.
The intent of this sources sought is to access industry's small business concerns including 8(a) companies with an SBA approved office, Historically Underutilized Business Zone (HUB Zone) and Service-Disabled Veteran-Owned Small Business (SDVOSB), and all small businesses under the size standard, capability and interest in performing a construction project within Stratton Air National Guard Base, New York.
The NAICS code for this project is 236220 – Commercial and Institutional Building Construction. The Government must ensure there is adequate competition among contractors for work to be performed under this solicitation.
The New York District, U.S. Army Corps of Engineers (District) is requesting a Design-Build RFP for the Small Arms Range project at Stratton Air National Guard Base, NY.
The scope of work consists of using the Design-Build contract method. The general work involved includes but is not limited to the following:
• Site preparation, grading, and earthwork.
• Construction of the building housing a seven-line range, range safety office, vestibule, electric room, bullet trap maintenance, boiler room, and storage room.
• Installation of specialized HVAC/ventilation systems compliant with lead dust remediation and occupational health standards.
• Telecommunications infrastructure for range control systems, including CCTV and PA system.
• Supporting facilities include paving, walks, curbs, and gutters.
• Construction of all necessary utility interconnections.
Small Arms Range
The purpose of the project is to construct a 5,800 sf indoor small arms range and supporting facilities, including utilities, pavement, and site improvements, utilizing conventional design and construction methods.
• The exterior walls of the Indoor Range will be constructed of 8” tilt-up concrete with exterior insulation and finish system (EIFS), CMU veneer wainscot, and R-11 continuous insulation. The roof will be a 3:12 standing seam metal roof with R-31 insulation. Steel roof trusses designed for a ~43’ clear span, supporting baffle and mechanical duct loads.
• Range ventilation shall be "Push-pull" system using 100% outside air (propane heated) to maintain negative pressure. Uses radial diffusers for laminar flow (75 FPM) at the firing line. Rest of the facility will use mini-split heat pumps and electric heaters.
• Power is 480Y/277V main service stepped down to 208Y/120V for receptacles/misc loads. Lighting is fully dimmable and zoned. An integral lightning protection system in accordance with UFC and NFPA 780 requirements.
• Range PA system engineered to provide 110 dBA at the firing line. Microphones and CCTV observation systems.
• No water supply or plumbing is included in this facility. No fire sprinkler system. No centralized fire alarm or mass notification system required due to low occupancy.
The anticipated magnitude of construction is between $5 million and $10 million. The estimated contract duration is 540 days. Notice to Proceed is anticipated to occur in JANUARY 2027.
Responses to this Sources Sought will be used by the Government for market analysis only, as an aid in its making of the appropriate acquisition decision(s); such as, use of a small business set-aside or full and open competition. If qualified firms do not respond to this Sources Sought Notice, the project may be acquired under full and open competition.
All Interested businesses should notify this office in writing by e-mail and provide a response to the questions below:
1. Interested businesses shall respond to this Sources Sought Synopsis by submitting two (2) examples of previous experience with Commercial and Institutional Building Construction within the last five (5) years, for a similar scope (Design and Installation of Primary scope includes site clearing, grading, excavation, trenching, reinforced concrete slab and foundation, casting and tilting concrete wall panels, structural steel, masonry enclosures, specialized equipment such as bullet traps and safety baffles, specialized HVAC system, pulling 480V service line, telecommunication infrastructure, dimmable range lighting, lighting protection) and similar in cost magnitude, which is a project value greater than $5,000,000.00 dollars. The information submitted will be considered in the development of the acquisition strategy to support this program.
2. Please state whether the company is a certified Small Business (SB), such as an 8(a) SB, HUBZone SB, Service Disabled Veteran-Owned SB (SDVOSB), or Women-Owned/Economically Disadvantaged Women-Owned SB (WOSB/EDWOSB), for NAICS Code 236220.
3. Please provide a CAGE Code and DUNS numbers, if applicable.
4. The interested contractor must indicate their capability of obtaining performance and payment bonds for a project in the dollar amount (price or range) listed above (indicate contract bonding capability and socio-economic status, e.g., SB, 8(a), HUBZone SB, SDVOSB, or WOSB/EDWOSB).
Responses are restricted to U.S. firms that are established and registered in the System for Award Management (SAM), www.sam.gov. For 8(a) and HUBZONE, firms must be certified by the Small Business Administration (SBA).
All interested businesses responding to this Market Research shall be limited to the information required above and shall be submitted and received via email no later than the date and time posted on this announcement.
This is NOT a commitment on the part of the Government to award a contract as a result of this notice or to pay for any information received. This synopsis neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought Synopsis should not be construed as a commitment by the Government for any purpose. The Government does not intend to rank submittals or provide any reply to interested firms. Submittals will be used for market survey information only.
