Pre-Solicitation Notice: NGWSP Cutter Lateral Reach 21 Booster Plant
PURPOSE: The U.S. Bureau of Reclamation, Upper Colorado Basin Region, Four Corners Construction Office (FCCO), is issuing this pre-solicitation notice for a contemplated construction project titled: Navajo Gallup Water Supply Project (NGWSP) Cutter Lateral Reach 21 Booster Plant.
This requirement is being procured in accordance with Part 14 of the Federal Acquisition Regulations (FAR) with a set-aside for small businesses. The Bureau of Reclamation intends to issue a competitive solicitation for this requirement. Based on market research it was determined that there were a sufficient number of qualified small businesses with sufficient bonding capacity to perform as the prime contractor on this project, and as such, it is anticipated to be set-aside for small businesses.
PROJECT DESCRIPTION:
The Navajo Gallup Water Supply Project (NGWSP) is a major infrastructure project that once constructed, will convey a reliable municipal and industrial water supply from the San Juan River to the eastern section of the Navajo Nation, southwestern portion of the Jicarilla Apache Nation, and the city of Gallup, New Mexico via approximately 280 miles of pipeline, several pumping plants, and two water treatment plants.
The principal components of work for the Cutter Lateral Reach 21 Booster Plant include, but are not limited to, the following:
1. Pre-engineered concrete booster pump station, concrete foundation pad, pipe encasement, yard pipe, fencing, electrical equipment, gravel surfacing, and pipe connections.
2. Installation of secondary regulation tank at Regulation Tank No. 3 site, foundation, electrical equipment, yard pipe, and pipe connections.
3. Erosion and scour restoration/prevention: a. Includes a retaining wall, swale, runoff channel, and site regrading.
4. Reinstallation of gravel surfacing at Regulation Tank No. 3 site.
5. Supervisory Control and Data Acquisition (SCADA) equipment and radio communications system.
LOCATION OF THE WORK:
The NGWSP Cutter Lateral Reach 21 booster plant is located approximately 26 miles South of Bloomfield, NM off County Road 7575 near U.S. Highway 550, at the base of Huerfano Mesa in San Juan County, New Mexico.
NAICS AND SIZE STANDARD: The NAICS code for this project is 237110 (Water and Sewer Line and Related Structures Construction) with a small business size standard of $45.0 million.
COMPETITION: Solicitation 140R4026B0003 is anticipated to be conducted as a small business set-aside. The project specifications and project location will be defined in the solicitation document. The solicitation will require a bid guarantee of at least 20% of the bid price. The Contract will require payment and performance bonds for 100% of the contract price. Offerors must have sufficient bonding capacity.
DISCLOSURE OF THE MAGNITUDE OF THE CONSTRUCTION PROJECT: The magnitude of this project is between $10,000,000 and $25,000,000.

A draft solicitation for comment has been attached to this announcement. The purpose of the draft solicitation is for comments only. When comments are received and incorporated, the solicitation will be posted requesting the submission of proposals.

SITE VISIT: The Government intends to conduct a site visit for highly interested vendors AROUND November 12, 2026. Information regarding the site visit will be in Section L of the solicitation once released.

THE CURRENT SOLICITATION NUMBER 140R4026B0003 (A FISCAL YEAR 2026 SOLICITATION NUMBER) WILL BE UPDATED AFTER OCTOBER 10, 2026, TO A FISCAL YEAR 2027 SOLICITATION NUMBER. SOLICITATION IS EXPECTED TO BE ISSUED IN EARLY NOVEMBER 2026. THIS IS A RESULT OF GOVERNMENT SYSTEM LIMITATIONS. AN ADDENDUM WILL BE ISSUED TO THIS PRE-SOLICITATION NOTICE WITH THE NEW SOLICITATION NUMBER.
