Procurement of Sonosite LX Ultrasound System (Brand Name restriction)

Acquisition Description:

This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 “Streamlined Procedures for Evaluation and solicitation for commercial Items,” as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested.

This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-04.

The Solicitation number is RFQ-26-008281 and the solicitation is issued as a Request for Quotes (RFQ).

Acquisition Description & Justification:

The National Institutes of Health (NIH) Clinical Center requires the acquisition of a FUJIFILM Sonosite LX Point-of-Care Ultrasound (POCUS) System with multiple transducers to support pediatric critical care imaging. The system includes advanced diagnostic imaging capabilities, Color and Spectral Doppler, Tissue Harmonic Imaging, DICOM connectivity, wireless networking, integrated educational resources, manufacturer installation and training, and a five-year comprehensive warranty. The acquisition also includes specialty transducers to support cardiac, abdominal, pulmonary, vascular access, musculoskeletal, neonatal, and pediatric imaging applications.

Justification:

The Sonosite LX will provide clinicians with high-quality, real-time bedside imaging necessary for the care of critically ill pediatric patients in the Pediatric Intensive Care Unit (PICU). The system supports rapid diagnosis and ultrasound-guided procedures, including vascular access, cardiac assessments, pulmonary evaluations, abdominal imaging, and other point-of-care applications. Its portability, exceptional image quality, intuitive touchscreen workflow, advanced needle visualization technology, and comprehensive imaging capabilities enable timely clinical decision-making, improve procedural success, reduce complications, and enhance patient safety. The inclusion of multiple transducers allows a single platform to support a broad range of pediatric and critical care examinations, maximizing clinical utility while minimizing equipment redundancy. The five-year manufacturer warranty and onsite clinical training further ensure long-term reliability and successful implementation.

FUJIFILM Sonosite is a recognized industry leader in point-of-care ultrasound technology with extensive experience supporting hospitals and critical care environments. The vendor offers the complete Sonosite LX platform, manufacturer-certified installation, clinical education, technical support, and a comprehensive five-year warranty for both the ultrasound system and transducers. The proposed equipment is available through an existing federal contract, ensuring compliance with federal procurement requirements while providing access to factory-authorized service, software updates, replacement components, and ongoing technical support. As the original equipment manufacturer, FUJIFILM Sonosite is uniquely qualified to provide the equipment, warranty coverage, training, and lifecycle support necessary to maintain safe and reliable operation in the NIH Clinical Center's Pediatric Intensive Care Unit.

Only this specific brand of equipment from Fujitsu Sonosite can be accepted.

Vendors must be authorized resellers and provide their letter of authorization.

By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation (www.sam.gov). The government intends to award a “firm fixed price” order (in the form of a PO, IDIQ, or BPA) to the responsible contractor as a result of this RFQ that will include the terms and conditions set forth herein. The government will evaluate quotes to determine the proposal that conforms to the solicitation and presents the best value to the government (eg. the most advantageous to the Government based on price, performance, availability of funds, etc.). The award will be made based on technical capability to meet the requirements/technical factors, price, and past performance.
