There have been approximately 20 normal-hours service calls (14 San Diego and 6 Moreno Valley) the last two years.
The SOW requires standby battery replacement between every 24 - 36 months. Are the batteries furnished by the contractor at no additional charge within the fixed price, or furnished by the Government or separately reimbursed?
Please also provide the date of the most recent battery replacement at each location so that offerors can determine whether replacement falls within the base year.
Batteries are furnished by the contractor. The batteries in Moreno Valley were replaced in May 2026 and the batteries in San Diego were installed in March 2025.
PRODUCT DELIVERY states that support shall be provided Monday through Friday, 6:00 a.m. to 6:00 p.m., and potentially weekends in security emergencies situations. Are after-hours, weekend, and holiday response hours included within the fixed price, or billable at separately established rates? If included, please provide the historical after-hours call volume.
Combined the San Diego and Moreno Valley location have only had two after-hours PACS calls in the past five years.
Regarding the four-hour emergency on-site response requirement: does it apply to both performance locations? Moreno Valley is approximately 90 highway miles from San Diego.

Yes, the four-hour emergency on-site response requirement is for both locations. Also, the definition of security emergency is any incident that creates an immediate threat to the safety of people, integrity of property, or security of sensitive assets within a facility.
The SOW requires the contractor to ensure that reader technology and model is consistent with the VA s HSPD-12 standard. If readers that do not meet that standard are identified during preventive maintenance, is replacement within the scope of this contract, or is the contractor s obligation limited to reporting the deficiency?
Highly unlikely but if a reader does not meet the standard, it could be replacement within the scope of this contract.
The SOW states that preventive maintenance shall be provided through semi-annual visits, and separately lists Bi-annual Preventative Maintenance Walkthroughs as a covered item. Please confirm whether two visits per location per year are required (four visits total annually) or two visits total covering both locations.

The Government cannot provide system as-builts, panel schedules, reports, and current license inventories. However, we can confirm there are no open known open deficiencies at either location.
The Addendum to FAR 52.212-1 does not prescribe the content of the quotation. Given that Technical Capability is an evaluation factor under Section E.5, please identify what the Government requires offerors to submit in order to demonstrate Technical Capability, including any required elements, page limitation, and format.
There is no set rules on Page Limit, Format, and required elements. Proof of Technical Capability, is based on the SOW.

The Statement of Equivalent Rates for Federal Hires table at Section C.5 (FAR 52.222-42) is blank. Please provide the service employee classifications the Government expects to be employed under this contract (for example, 23181 Electronics Technician, Maintenance II), so that offerors can confirm the applicable Service Contract Labor Standards classifications and determine whether a conformance action will be required. 52.222-42 is exempt. It will be removed from the RFQ.
Section D provides a single wage determination, 2015-5635, applicable to San Diego. Performance is also required at 23207 Sunnymead Blvd, Moreno Valley, which is located in Riverside County. Please provide and incorporate the wage determination applicable to Riverside County.

VAAR 852.219-73(d)(1) and VAAR 852.219-75(a)(1)(i) limit the amount paid to firms that are not certified SDVOSBs to 50 percent of the amount paid by the Government to the prime contractor, and permit exclusion of other direct costs to the extent they are not the principal purpose of the acquisition and small business concerns do not provide the service. Manufacturer software support agreements and license renewals (Genetec SMA, C-CURE SSA, Tyco SSA) are available only from the original equipment manufacturers, which are not small business concerns, and may constitute a substantial portion of total contract value. Will the Government confirm that the cost of manufacturer software support agreements and license renewals will be treated as excluded direct costs for purposes of the limitations on subcontracting compliance measurement under 13 CFR 125.6?
From my research in the C.F.R., it appears that the material costs would be excluded.
As noted in 852.219-75(i)- Services. In the case of a contract for services (except construction), the contractor will not pay more than 50% of the amount paid by the government to it to firms that are not VIP-listed SDVOSBs as set forth in 852.219-73 or VOSBs as set forth in 852.219-74. Any work that a similarly situated VIP-listed subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. Other direct costs may be excluded to the extent they are not the principal purpose of the acquisition and small business concerns do not provide the service as set forth in 13 CFR 125.6.

Will the Government permit the software support portion of each contract period to be invoiced on the first quarterly invoice of that period, or must the full annual amount be recovered in four equal quarterly installments?

Regarding the Lenel OnGuard upgrade to v8.2 mentioned in the Solicitation Overview, what is the current OS and database environment of the existing server? We need to know if the hardware meets the v8.2 requirements to ensure we don't plan for a migration that lacks the necessary compute resources.
This is an incorrect system reference. San Deigo VARO does not have Lenel OnGuard deployed. We use Software House CCURE PACS. The CCURE server and SQL DB are both on Server 2019.

The requirement for quarterly inspections in the 36C10E22Q0149 document implies a site-specific support model. Are there documented network segmentation requirements for the security system traffic, or is the current ACS/VMS infrastructure sharing the general facility network? This impacts our risk assessment and hardening plan.

With the requirement for 12 IP cameras and 45 card readers, what is the current authentication methodology for administrator access to the Milestone and Lenel systems? We need to know if current session management policies cause excessive MFA prompts or lockout issues during maintenance sessions.

This is an incorrect system reference. San Deigo VARO has 31 IP cameras (with another 10 at Moreno Valley location) for a total of 41 IP cameras. We also have a total of 80 card readers. We do not currently have lockout issues.

Regarding the maintenance services, is the government open to a hybrid service delivery model where routine monitoring and diagnostics are performed via remote managed services, or must all service activity be physically on-site at the Boise VA?
This solicitation is for the VA Regional Office in San Diego California not Boise. Also, San Deigo VARO requires real-time on-site support or guided Teams remote call with VA OIT Technician.

The solicitation references Lenel OnGuard v8.2. Can the government confirm the current firmware versions on the existing Mercury panels? This is critical for assessing compatibility and potential risk during the database migration phase.
