The Massachusetts Army National Guard (MA ARNG) is seeking an accredited institution of higher learning to provide professional seminar services. The contractor shall provide all personnel, equipment, tools, materials, and supervision necessary to deliver a "General Flag Officer Seminar" and a "Leadership in Homeland Security Seminar" for senior government and civilian leaders.
The services will be procured under a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a three-year ordering period and a maximum ceiling of $3,300,000. Task orders will be issued on a Firm-Fixed-Price (FFP) basis.
Key Requirements:
Contractor Status: Offerors must be accredited educational institutes authorized to award degrees at the bachelor's, master's, and Ph.D. levels.
Services: Provide academic courses that are National Guard-centric, driven by case studies, and foster discussion. This includes providing qualified Ph.D.-level instructors, securing guest speakers, and managing all administrative and logistical support for the seminars.
Facilities: The offeror will propose the location for the seminars and must have access to facilities capable of accommodating up to 65 participants, including necessary technology and separate small group meeting spaces.
