This is a combined synopsis/solicitation for commercial services, prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation (FAR), and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.
This solicitation document and incorporated provisions and clauses are those in effect through the latest Federal Acquisition Circular (FAC). It is anticipated that a competitive, firm-fixed-price purchase order shall be awarded as a result of this synopsis/solicitation. All responsible sources may submit a quotation, which if timely received, shall be considered by this agency.

Statement of Work (SOW)
Special Studies for USCG Expert Seakeeping, Structural Analysis, and Air Ship Integration Support
1. Introduction
The US Coast Guard (USCG) Surface Forces Logistics Center (SFLC) Engineering Services Division (ESD) supports the fleet in seakeeping and structural analyses requiring risk-based assessments to support engineering, operational and maintenance decisions.
The objective of this Statement of Work (SOW) is to provide consulting and historical knowledge transfer to SFLC naval architects on previously developed USCG risk-based seakeeping methodologies, Hull Structural Monitoring System (HSMS) fleet data-processing models, and USCG Air-Ship Integration and Aviation Certification (AVCERT) processes. The work will occur at the SFLC in Baltimore, Maryland, to facilitate in-person transfer of specialized technical knowledge.

3. Scope of Work & Specific Tasks
To assist in the required seakeeping, structural monitoring, and air ship integration-related efforts, the contractor shall provide knowledge, including transfer of historical USCG knowledge, to perform the following tasks:
Task 1: Seakeeping, Structural Loads, and Technical Standard Consulting
The contractor shall consult SFLC Naval Architects in the application of seakeeping and operability assessments. The contractor shall have specific experience in the development of USCG risk-based seakeeping and operability frameworks. To support this task, the contractor shall:
Task 2: Hull Structural Monitoring System (HSMS) Analysis
The contractor shall consult SFLC Naval Architects on the USCG fleet HSMS. The contractor shall have USCG-specific experience with HSMS to include installation, data structures and calibration models, fatigue limits, and the development of USCG global structural models for lifecycle management. To support this task, the contractor shall:
Task 3: Air-Ship Integration and AVCERT Consulting
The contractor shall have specific experience with USCG air-ship integration and consult SFLC-ESD personnel on this process. To support this task, the contractor shall:
Task 4: Technical Summary Documentation
The contractor shall provide summary letter reports with SFLC naval architects for each subtask in Tasks 1, 2, and 3 upon completion to document the services provided.
4. Deliverables and Schedule
4.1 Deliverables
The Contractor shall include subtasks assigned under Task 1 through Task 4 in the draft report deliverable to the SFLC-ESD-NAME-NAVARCH technical point of contact (TPOC) — to include photographs, illustrations, charts, graphs, tables, calculations, text, analyses, algorithms, conclusions, and recommendations developed under this SOW.
After receiving SFLC-ESD-NAME-NAVARCH comments, the Contractor shall produce a final deliverable within four weeks. Each deliverable, both draft and final, shall be transmitted to the SFLC-ESD-NAME-NAVARCH TPOC electronically. Deliverables shall be provided as one (1) electronic copy via a secure transfer protocol such as DoD SAFE.
4.2 Modifications
Modifications to contractor submittals required by the government shall be discussed at a meeting between the government technical and contracting personnel and the contractor if the contractor believes the request to be outside the scope of this SOW.
4.3 Schedule
The following schedule of events shall be followed by both the USCG and the Contractor in carrying out the provisions of this SOW. When either party becomes aware of their inability to conform to this schedule, they shall advise the other party, propose an alternate schedule, and provide justification in writing.

Notice to Subcontractors
To ensure an equitable, transparent, and streamlined procurement process, the Government will only address inquiries submitted directly by prospective prime contractors. The Government will not respond to questions or requests for clarification from subcontractors regarding this solicitation or the Statement of Work (SOW) / Performance Work Statement (PWS). All prospective subcontractors must coordinate directly with their respective prime offerors.
