Sole Source Resources Planning for NatureServe Analysis

This is a special notice prepared in accordance with Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Subpart 5.1 "Pre-solicitation."

U.S. Forest Service intends to negotiate/award a sole-source contract with NatureServe Analysis Inc. The statutory authority for this non-competitive acquisition is 10 U.S.C. 3204(a)(1) or 41 U.S.C. 3304(a)(1) as implemented by RFO FAR 6.103-1, Only one responsible source and no other services will satisfy agency requirements.

The contractor shall provide information and data on patterns of aquatic and terrestrial species, and the imperiled status of native taxa, are critical information for the management of the nation’s forests on all species present in the continental United States and Alaska.

A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 541990 All Other Professional, Scientific and Technical Services. The size standard is $19.5M for the NAICS code defined by the U.S. Small Business Administration.

THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. All responsible sources may submit a capability statement to the Contracting Officer/Specialist before the notice end date. If no affirmative written responses are received by 10:00 AM Pacific Time on 11 August 2026, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.

SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SPECIAL NOTICE
