The US Army Corps of Engineers (USACE) Engineer Research and Development Center - Construction Engineering Research Laboratory (ERDC-CERL) seeks to acquire eDNA Autosampler Equipment to support Resource Management and Sustainment research needs and to enable more effective environmental monitoring of wildlife, biological threats, and hazards at US military installations.
The ERDC-CERL lab already owns Smith-Root brand eDNA Autosampler Equipment and is specifically seeking to acquire other/alternate brands in this procurement to increase their laboratory capabilities to cover a variety of commercially available brands. The eDNA Autosampling platforms to be acquired must be designed for field-deployable usage (solar/battery power options) for autonomous water collection, filtration (with 47 mm filters), and sample preservation. They should be fully automated with ability to schedule the machine in advance to run at specified times and should be capable of collecting and preserving 8 or more samples for a minimum of 30 days after processing.
In their market research to date, ERDC-CERL researchers have specifically identified the following brands as potentially fulfilling their requirements, and is seeking industry feedback on potential distributor vendors for those brands (including but not limited to small business distributors), as well as feedback on alternative, commercially available brands to those identified that fulfill the minimum requirements above as well as those below.
1) Dartmouth Ocean Technologies (DOT) submersible eDNA Autosampler: the ERDC-CERL team requires one platform that is water-submersible up to 5 meters.
2) MTE Instruments shore-based eDNA Autosampler: the ERDC-CERL team requires one platform for shore-based (out of water) use.
This is a pre-solicitation notice posted in accordance with RFO FAR Part 5.101(a). It is NOT an official solicitation or a request for competitive quotations. Any interested party that believes they should be considered capable of fulfilling this requirement should submit a capability statement of their related products or services to be reviewed for technical content. Please clarify whether the capability statement is applicable to just one of the desired systems, or for both. Information received will be considered for the purposes of finalizing the definition of the Government's requirement and for determining the proper acquisition strategy. The resultant solicitation will include a justification for brand name requirements as applicable.
