(End of clause) ADDENDUM TO 52.212-2 EVALUATION COMMERCIAL ITEMS The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The quotes will undergo a comparative evaluation to determine which vendor provides the best value to the government in terms of technical submission and past performance while also providing a competitive price. Each response must meet the minimum requirements of the solicitation. The Government is NOT requesting or accepting alternate quotations. The following factors shall be used to evaluate offers: Volume 1 Technical Submission (Factor 1): The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The quotes will undergo a comparative evaluation to determine which vendor provides the best value to the government in terms of technical submission and past performance while also providing a competitive price. Each response must meet the minimum requirements of the solicitation. The Government is NOT requesting or accepting alternate quotations. Provide Shuttle Bus Information Government will evaluate offeror s fleet, process to replace shuttles, and plan to ensure climate controls are working daily. Failure to submit evidence of owned shuttles or evidence of capability to purchase will be comparatively less favorable than quotes who provided evidence. Provide a detailed mobilization plan to be fully operational by contract start date. The plan cannot contain general statements. Government will evaluate mobilization plans. Provide Contractor s Quality Control Program (QCP) that includes all requirements listed in Section 13 of the PWS. QCP will be reviewed to determine if offeror can meet or exceed the requirements listed in the PWS. Volume 2 - Past Performance (Factor 2): The Government is assessing the degree of confidence of a successful contract performance. The Government may consider the reference information submitted by the vendor. It may also reach out to each reference listed to receive feedback about performance. In addition to information received by the reference(s), the Government will also consider any other information available to it including Contractor Performance Assessment Reports (CPARS), Federal Awardee Integrity Information System (FAPIIS), System for Award Management (SAM), Past Performance Information Retrieval System (PPIRS), and any other sources of information. Offers will be rated more favorably to the extent their past performance is relevant (similar in size and for shuttle bus services), successful, and recent (within 3 years) as compared to the requirement being solicited. Offerors who have successful documented history with shuttle bus services will be comparatively more favorable than those without. In conducting the past performance evaluation, the Government reserves the right to use the Contracting Officer s knowledge of and previous experience with this requirement. Volume 3 Pricing (Factor 3): The quote should contain the vendor s best terms from a price standpoint. The Government will evaluate quotes for award purposes by adding the total price for all contract line items, including options, for a total price utilizing the line items at the beginning of this RFQ. Pricing shall be submitted error free. Do not change or add line items in the Price Schedule. Doing so may have your quote be deemed unresponsive and not considered for evaluation. For the purposes of the award of this Contract, the Government intends to evaluate the option to extend services, provided under FAR 52.217-8, as follows: The evaluation will consider the possibility that the option can be exercised at any time, and can be exercised in increments of one to six months, but for no more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be at the same rates as those in effect under the contract at the time the option is exercised. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all proposals relative to each other, and will not affect the ranking of proposals based on price, unless, after reviewing the proposals, the Government determines that there is a basis for finding otherwise. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
