1. STATEMENT OF NEED & GENERAL INFORMATION
The Vermont Army National Guard is conducting market research to identify potential sources capable of supplying up to six (6) KIWI Pack LUXE World Cup Biathlon Laser Product systems, or suitable equivalent systems meeting the exact technical and functional capabilities described herein.
This Sources Sought Notice is for informational and planning purposes only and does not constitute a Request for Quote (RFQ)/Request for Proposal (RFP) or a commitment by the U.S. Government to purchase any material or services.
2. TECHNICAL SPECIFICATIONS & REQUIREMENT STANDARDS
To be considered a suitable equivalent, any proposed system must meet or exceed the following physical, optical, and operational standards:
A. Laser Rifle Specifications (CAR10 / LVW Cup Series)
- Safety Classification: Must feature an integrated, eye-safe Class 1 Laser (<1mW output).
- Construction & Materials:
- Stock must be constructed of high-durability, weather-resistant 40 mm thick laminated beechwood.
- All mechanical barrel and receiver parts must be manufactured from stainless steel or anodized aluminum to ensure rustproof operations.
- Ergonomics & Finesse Adjustments:
- Must feature a World Cup multi-adjustment stock providing micro-adjustments for length-of-pull via an adjustable butt plate.
- Equipped with a dual-hook butt plate designed for physical stabilization in both prone and standing positions.
- Fully ambidextrous stock setup to support both left- and right-handed marksmen.
- Operational Realism (Biathlon Simulation):
- Must include a physical trigger block with a realistic mechanical "hard point" let-off.
- Must feature a physical reloading mechanism that simulates standard bolt action, restricted to 5 shots per cycle in accordance with official IBU (International Biathlon Union) regulations.
- Must feature a mock magazine well supporting simulation of magazine insertion and ejection.
- Equipped with a real small-bore target diopter (rear sight) and a real small-bore tunnel (front sight) to replicate Olympic-style live-fire sights.
- Power & Logic Control:
- Power consumption must be optimized to run on a single standard AAA battery with an operational lifespan of 6 months to 1 year.
- Must feature smart-logic automated "wake-up" and "sleep" modes to conserve battery when inactive.
- Must feature an integrated laser remote control transmitter built into the rifle system to allow the marksman to manually reset the target from the firing line.
B. Laser Target Specifications (CTOR10 Series)
- Target Hit Detection: Must utilize an optical-electronic sensor board capable of instantly registering the Class 1 laser hit pulse and displaying instant visual feedback (biathlon standard black-to-white signaling transition).
- Environmental Survivability:
- Electronic circuits must be fully tropicalized/waterproof to withstand intensive outdoor all-weather military use.
- Operational temperature rating must extend from -20°C to +50°C
- Optical sensors must be actively shielded/immune to interference from bright direct sunlight or flash photography. .
- Power Source: Must operate on an internal, rechargeable Lithium-Ion (Li-ion) battery package, capable of supporting over one week of intensive continuous use (or 1+ months of regular use) between charges.
- Physical Setup: Must include a heavy-duty target support tripod to allow secure, level height placement in variable outdoor terrain.
C. System Accessories & Ancillary Gear
Each of the (up to 6) packages must be delivered as a complete, field-ready "turnkey" system containing:
- 1x KIWI CAR10 Laser Rifle (World Cup multi-adjust stock)
- 1x CTOR10 Laser Target (with Li-ion battery and Bluetooth Low Energy/BLE module)
- 1x 12V / 2A AC Battery Charger for the target
- 1x Radio Frequency (RF) Remote Control (capable of resetting targets remotely)
- 1x Universal Blinder (eye shield for non-aiming eye)
- 1x Biathlon Cuff & Hand-Stop Sling Pack (for tensioned shooting support)
- 1x Dual-Shoulder Biathlon Carrying Harness (to secure the rifle to the back while skiing/running)
- 1x Heavy-Duty Fitted Carrying Case (rigid outer shell with custom-cut foam insert, minimum length 1.2 meters, to securely transport the complete rifle, target, and accessories)
3. SUBMISSION INSTRUCTIONS & CAPABILITY STATEMENTS
Interested organizations possessing the capability to fulfil this requirement are invited to submit a comprehensive Capability Statement. Submissions must include the following details:
- Technical Description: A detailed brochure, specification sheet, or description of the product you propose to supply. If proposing an alternative "suitable equivalent," you must provide side-by-side technical evidence demonstrating parity with the KIWI Precision specifications detailed in Section 2.
- Lead Time: Your estimated delivery lead time for up to six (6) complete units.
- Corporate Information:
- Organization Name, Address, and Website.
- Point of Contact (Name, Title, Phone, and Email).
