SYNOPSIS:
This Sources Sought Announcement is to assist the Joint Project Manager for Chemical, Biological, Radiological and Nuclear Protection (JPM CBRN P) to identify potential sources to provide an applicator spray system in support of Service tactical and operational decontamination operations.
This is not a Request for Quotation (RFQ), Request for Proposal (RFP) or an Invitation for Bid (IFB). It is a Market Research tool being used to determine the availability and adequacy of potential sources for planning purposes only. Responses to this notice are not considered as offers and cannot be accepted by the Government to form a binding contract. Further, unsolicited proposals will not be accepted. The Government does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information presented or the use of any such information. All submissions become Government property and will not be returned.
If a vendor believes that their current portfolio does not meet this need but would be interested in making JPM CBRN P aware of their technologies or capabilities, the vendor is encouraged to submit their company information via a web-based software application called the Joint Enterprise Technology Tool (JETT) to connect your company to the appropriate Government Point of Contact (POC). Vendors may submit company or product information directly to the Government via JETT at any time whether or not they respond to the RFI: https://jacks.jpeocbrnd.army.mil/JETT.

Tactical Contamination Mitigation System (TCMS) Description:
The Capability Program Executive for Chemical, Biological, Radiological and Nuclear (CBRN) Defense and JPM CBRN P are seeking better knowledge and understanding of Commercial Off-the-Shelf (COTS) capabilities regarding tactical applicator/spray systems.
The TCMS will provide applicator/spray system technologies to equip individual Marines, vehicle crews, and specialized CBRN teams to rapidly apply fielded decontaminants, such as Joint General Purpose Decontaminant (JGPD)-M333, to individual weapons, crew-served weapons, and vehicles. This set of capabilities ensures the forces sustain operational tempo in forward, contested chemical and biological environments without being withdrawn from the fight.
The TCMS will fulfill three mission capabilities as defined below:
The decontaminant that will be used with the applicator/spray system will weigh ~9.2lbs. per gallon. Weight considerations are based on whether the system will contain the decontaminant in a tank that is carried or worn by the person. If the system can draw the decontaminant from an external source, the weight of the decontaminant will not be calculated as part of the total weight of the system. The TCMS-Protection (Dismounted and Mounted) shall be a self-contained, expendable or field-replaceable energy source that does not require external power, fueling, or specialized charging equipment. The TCMS-Response shall share the power requirements as the TCMS-Protection assets with an optional capability to operate using National Alliance Treaty Organization receptacle power sources. It should be noted that all systems will be operated while wearing Mission Oriented Protective Posture IV gear.

Responses: Vendors who believe they have a materiel solution to meet any one (1) or all three (3) or if there is a materiel solution that can satisfy more than one of the capabilities defined above (i.e. TCMS-Protection Mounted and TCMS-Response can be a single solution) are requested to submit a short summary, and to the email addresses noted below (no more than 10 pages total per submittal).

It is requested that vendors having COTS systems believed to be suitable as described herein, submit electronic copies of their responses and any available product data sheets, related brochures, descriptions, price lists, Technical/Operator Manual(s), associated Safety Data Sheets, or other documentation as available and deemed appropriate. There is a 10-page limit on submissions excluding supporting documentation.
Respondents may submit multiple TCMS applicator/spray system candidates but should clearly identify the advantages/disadvantages of each.
