Sources Sought Notice Sources Sought Notice *= Required Field Sources Sought Notice Page 1 of 13 DESCRIPTION The Veterans Health Administration (VHA) Non-Expendable Equipment National Program has identified the KaVoÂ® Handpieces: Dental as a candidate for an Enterprise-wide (otherwise referred to as national ) single Requirements contract award. The Department of Veterans Affairs (VA) Office of Acquisition, Logistics, and Construction Enterprise Procurement Office (EPO) on behalf of VHA is issuing this Sources Sought Notice in accordance with the Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) 10.001(b) to determine the availability and technical capabilities of qualified sources. The EPO in conjunction with VHA is seeking a qualified vendor to provide the KaVoÂ® Â® on an Enterprise-wide basis. The VA intends to award a single Requirements Contract with Firm-Fixed Price (FFP) orders in accordance with RFO 16.503 to a vendor capable of providing dental handpieces. Vendors will be required to deliver dental handpieces to VA medical centers and facilities throughout the Continental United States (CONUS) and Outside of the Continental United States (OCONUS) (OCONUS includes locations of Alaska, Hawaii, Puerto Rico, Virgin Islands, Guam, Philippines, American Samoa, and Northern Mariana Islands). The anticipated period of performance is for one 12-month base period with four 12-month option periods from the date of award. However, the Government's decision as to whether to continue with the contract, upon annual review, will be based upon successful performance during each previous year and continued need. The Vendor must demonstrate the ability to meet all requirements for the solicitation. The associated North American Industrial Classification System (NAICS) code for this procurement is 339114 Dental Equipment and Supplies Manufacturing, Product Service Code: 6520 Dental Instruments, Equipment, and Supplies and the associated size standard is 750 employees. The RFO Provision found at 52.204-7 requires that The Offeror shall have an active Federal Government contracts registration in the System for Award Management (SAM) when submitting an offer or quotation in response to this solicitation and at the time of award. It is emphasized that this is a notice solely for planning and informational purposes. 2.0 SCOPE Handpieces designed to operate dental rotary instruments, such as dental burs and polishers. They are used in procedures to remove tooth structures, polish dental restorations, clean teeth, and other dental procedures. Dental handpieces are driven by connection to a power source, either a pneumatic (compressed air) system or an electric motor. Air Driven High Speed Dental Handpieces Air-driven high-speed handpieces utilize compressed air to achieve high rotational speeds, typically up to 400,000 RPM, for procedures such as tooth preparation removal of restorative materials, and crown and bridge work. These handpieces feature ergonomic designs, push button chuck mechanisms, integrated water sprays systems for cooling, and lightweight construction to enhance clinician control and patient comfort. Air Driven Low Speed Dental Handpieces Air Driven low speed handpieces are designed for procedures requiring controlled speed and torque, including polishing, finishing, caries removal, and endodontic applications. Systems commonly include straight and contra angle attachments and allow for precise operation at reduced rotational speeds. Components are designed for durability, ease of maintenance, and compliance with sterilization requirements. Electric High Speed Dental Handpieces Electric high-speed handpieces are motor driven instruments that provide consistent torque across all operating speeds, resulting in smooth and efficient cutting performance. These handpieces typically operate at speeds up to 200,000 RPM and are used for advanced restorative and prosthodontic procedures. Benefits include quieter operation, reduced vibration, improved cutting control and programmable or adjustable speed settings. Electric Low Speed Dental Handpieces Electric low speed handpieces are designed to deliver high torque at low RPMs for precision-based procedures such as endodontics, implant preparation, polishing, and finishing These systems support variable speed control, attachment versatility and consistent performance under load, enhancing procedural accuracy and clinician ergonomics. Veterans Affairs (VA) is seeking vendors who can provide KaVoÂ® Handpieces: Dental or equal as listed above, which meet all the salient characteristics listed below. Vendors may propose any product solution or configuration so long as they meet the salient characteristics. Vendors may propose any additional ancillary products which they deem to be essential to the functionality of the proposed solution; these items must be captured in the Vendor s pricing volume with a quantity of zero. Handpiece must be compatible with disposable or reusable prophy angles appropriate for dental prophylaxis procedures. Literature Review 0018-0032 Sc14 Air Polisher device must deliver the media and fluid components required for its intended clinical operation. It must enable the operator to control applicable functional settings, including powder flow, water flow, and pressure, to the extent supported by the device s design. The device must also be compatible with prophylaxis powders intended for its labeled dental use. Literature Review 0022-0024 In addition to meeting or exceeding the salient characteristics listed above, the Government will evaluate the following specific technical areas: Design Design features and functions of the offered devices will be evaluated. Specific to the follow types of devises (Air Driven High Speed, Air Driven Low Speed, Air Motor, Air Polisher, Air Prophy, Air Scaler, Electric High Speed, Electric Low, Electric Motor, Electric Straight, Electric Straight and Accessories). Areas include but are not limited to the following: Handpieces: Types and variety of handpieces offered Optics/Illumination features Ergonomics Coupler Features - Variety of head pieces and accessories Control Module Mounting options for electric control modules Programmability and preset functions Speed range Compatibility with various dental delivery units Motor: Size and Weight Torque and Power Performance The Device will be evaluated for its ability to perform its intended function. Specific to the follow types of devises (Air Driven High Speed, Air Driven Low Speed, Air Motor, Air Polisher, Air Prophy, Air Scaler, Electric High Speed, Electric Low, Electric Motor, Electric Straight, Electric Straight and Accessories). Areas included but are not limited to: Versatility of handpieces Cooling and Irrigation features Vibration control Noise level Ease of Use and Cleaning WARRANTY AND MAINTENANCE Terms and Conditions of Warranty Terms and Conditions of Service/Maintenance For each product (brand name and part number), the response must include descriptive literature demonstrating the product meets or exceeds the salient characteristics specified above. The Government's intent is to include all ancillary items to ensure the equipment can function as designed by the Original Equipment Manufacturer (OEM) and as clinically required. Vendors are encouraged to provide any product solution or configuration so long as they meet the salient characteristics. Additionally, responses can include any additional product that may be beneficial. These items must be clearly identified by brand name and part number. Responses to this Sources Sought Notice shall include the following: Does vendor offer an annual service plan, Yes or No? If Yes: What does the plan cover? Does plan cover software updates only? Does the plan cover parts repair or replacement only? Does the plan cover both software and parts? Vendors are requested to provide documentation that shows information on their service plan. Is the service provided by the OEM or a subcontractor? Full name and address of company Unique Entity Identifier (UEI) number Business Size Manufacturer or Distributor If distributor provide full name, business size and address of manufacturer. Country of Origin designation for all products Ability to provide uninterrupted supply of products on a national scale. Technical Literature that clearly shows product(s) meet the identified salient characteristics and page numbers where each salient characteristic is met. Any additional product solution or configuration that would be beneficial to the clinical functionality of the product line identified. Authorized Distributor Letter certified by OEM and dated within the last 12 months. Although not required, vendors responding to this Sources Sought may also submit a Capabilities Statement.
