Disclaimer: This Sources Sought Notice is issued solely for market research and planning purposes. This notice shall not be construed as an obligation on the part of the Government. No solicitation document exists and the Government may or may not issue a formal solicitation as a result of any information received in response to this notice.
The Government will not pay for or reimburse any response or demonstration expenses. All costs incurred responding to this notice will be solely at the interested party's expense. In accordance with Federal Acquisition Regulation (FAR) 15.101(c)(2), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine that organization’s capabilities.
The Government’s explicit intent through this notice is to obtain general product/service information. The Government is not requesting and does not want to receive from respondents any proprietary data, trade secrets, business sensitive information, or information considered CONFIDENTIAL under 18 U.S.C. §1905. The Government’s restraint does not in any way relieve contractors from their responsibility to properly mark proprietary data when it is provided, nor does it alleviate any requirement for the Government to protect marked data. The Government is not obligated to protect unmarked data.
The information provided in this notice is current as of the publication date but is subject to change and not binding upon the Government. All submissions become the property of the Federal Government and will not be returned. Oral submissions of information are not acceptable.
USCIS Requirement: National Benefits Center Records Operations
This is a performance-based, non-personal services requirement to provide Records Operations Services in support of the USCIS National Benefits Center (NBC). The Contractor shall provide all necessary management, supervision, labor, materials, and other resources required to implement a comprehensive program that fulfills the Government’s Records Operations requirements and deliverables and meets all performance requirements as set forth in the Performance Work Statement.
The NBC program operates out of two service locations: The National Benefits Center in Lee’s Summit, Missouri (NBC-LS) and the National Benefit Center in Overland Park, Kansas (NBC-OP Main and Annex).
The Contractor will perform a wide range of pre-processing, non-inherently Governmental workloads to accomplish the NBC’s mission essential functions. The NBC program requires the contractor to manage required tasks in an integrated manner, with consistent and consolidated management reporting and oversight spanning the entire scope of services. Additionally, the Government expects the Contractor to support efforts to reengineer and continuously improve operating constructs, processes, and procedures in response to emerging policies, enterprise-wide processing software, and digital capabilities.
The Contractor shall process all applications and petitions for which the NBC is responsible, which includes existing and added form types throughout the life of the contract. The Contractor shall ensure all applications and/or petitions have completed all security checks and are “Adjudication Ready”, meaning it has (a) been determined a face to face interview is necessary with the applicant and all supporting documentation and evidence is present in the immigrant file(s) or, (b) it has been determined that a decision can be rendered without a face to face interview based on the merits of the submitted documentation or type of application.
The Contractor shall provide services to ensure that USCIS is prepared to handle increases in application volumes. USCIS field offices and the NBC could be significantly impacted by workload growth due to immigration legislation or regulatory changes that may affect immigration in the United States.
Performance Work Statement task areas include:
Mailroom Management, Courier Service, File Control, Freedom of Information Act Scanning, Correspondence Management, FBI Checks, File Inventory, Document and Image Scanning, Pre-Processing of forms, Background Interviews, Program Management, and more.
