THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL PRODUCTS PREPARED IN ACCORDANCE WITH THE FORMAT IN RFO PART 12, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE, AND UTILIZING COMMERCIAL SIMPLIFIED PROCEDURES UNDER RFO 12.5. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED.

1. Requirement Description:
The Air Force Test Center (AFTC), Edwards Air Force Base, California, has a requirement for brand-name Hewlett Packard Enterprise (HPE) enterprise-grade solid-state drives (SSDs) to support the Edwards Data Center. The Government intends to award a single, Firm-Fixed-Price purchase order.

2. Brand-Name Restriction:
In accordance with RFO 12.501 and the approved Brand-Name Justification (attached), this requirement is strictly limited to authentic, factory-new HPE manufactured hardware. No alternative brands or "or equal" items will be considered. All drives must include authentic, factory-installed, and digitally signed HPE firmware.

3. Schedule of Supplies (FOB Destination):
All unit prices must be inclusive of shipping, packaging, and delivery costs. No separate shipping or freight CLINs will be accepted. Please see the attached RFO FA930226Q0137 document for the full text of all applicable provisions and clauses that govern this procurement.

4. Notice of Nonmanufacturer Rule (NMR) Class Waiver:
In accordance with RFO 19.505(c)(4) and 13 CFR 121.1202, the Small Business Administration (SBA) has established an active Class Waiver to the Nonmanufacturer Rule for NAICS 334112 covering "Automated data processing input/output and storage devices, support equipment, and supplies." Under this active class waiver, certified WOSB nonmanufacturers (resellers) are authorized to provide commercial brand-name products manufactured by other-than-small businesses (HPE). Delivery is required within 30 days after receipt of order (ARO).

6. Submission Instructions:
Quotations must be submitted via email to Josiah Broadway (josiah.broadway@us.af.mil) and Christina Day (christina.day.6@us.af.mil) no later than September 22, 2026, at 12:00 PM PDT.

Quotes must include:

1. Company CAGE Code and Unique Entity ID (UEI) showing active WOSB certification in SAM.gov.
2. Detailed pricing schedule by CLIN (Unit Price inclusive of shipping, and Total Evaluated Price).
3. Certification that items are authentic, factory-new, genuine HPE products (or official OEM superseding part numbers) with full three-year HPE commercial warranty. No refurbished, gray-market, or third-party drives are acceptable.
4. Delivery commitment timeline.

7. Evaluation and Award:
Award will be made to the responsible certified WOSB quoter whose quote is determined technically acceptable (conforming strictly to authentic HPE hardware requirements) and offers the lowest evaluated price (LPTA).
