Special Notice
Treasury Common Services Center (TCSC), on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB), intends to award a sole source contract to Kpler, Inc., 185 Alewife Brook Parkway, Suite 210, Cambridge, Massachusetts 02138, for five (5) Kpler Terminal—Marine Traffic Enterprise subscriptions to support TTB's Vessel Tracking Data requirement. TTB conducted market research to identify commercial sources capable of providing vessel tracking data that meets its operational and investigative requirements. Six commercial providers were evaluated against the Government's minimum technical requirements, including historical AIS data, port history, direct data export capabilities, self-service vessel search functionality, support for Class A and Class B vessels, and a web-based interface. Based on that evaluation, Kpler, Inc. was determined to be the only provider that satisfied all of the Government's minimum requirements and is therefore the only source capable of meeting TTB's needs.
This requirement will not be set aside for small businesses, and no subcontracting requirements are applicable.
TTB requires the following subscriptions to satisfy their requirement:

The Government's minimum required salient characteristics include:
TTB's Intelligence Division uses vessel tracking data to support export warehouse diversion investigations and identify fraudulent export claims involving Federal excise taxes. The required capabilities enable investigators to independently search, analyze, and export historical vessel movement and port activity data without relying on vendor-generated reports or incurring usage limitations that could impede investigative activities.

Period of Performance: Anticipated to consist of one (1) 12-month base period and three (3) 12-month option periods.
NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will not be accepted.
Responsible sources may submit a capability statement, proposal, or quotation, which may be considered by the agency. TCSC will consider responses received by August 25, 2026 at 10:00 AM ET. Responses shall be submitted electronically to purchasing@fiscal.treasury.gov, SS-TTB-26-051/Attn: RJobes/JMiller. Responses must include sufficient evidence that clearly shows your company is capable of providing the requirement described in this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no written response is received by the aforementioned deadline that clearly demonstrates an ability to meet all requirements, and that is more advantageous to the Government, TCSC will make award on a sole source basis to Kpler, Inc.

1. 3. Specific details of the product(s) that your company offers regarding this notice.
4. Whether your content is available through a Government contract vehicle or Open Market.
5. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers to whom your company currently provides the specific required content.
