The U.S. Army Corps of Engineers, Jacksonville District will be holding an Industry Day event to gauge the interest, capabilities, and qualifications of various members of the Construction Community, to include Small Businesses, and to also provide information and obtain feedback from interested Offerors prior to issuance of the official solicitation. This requirement is for fiscal year (FY) 2028 award. NAICS Code 237990: Other Heavy and Civil Engineering Construction Small Business Standard: $37 million Magnitude of Construction: $100 - $500 million Project Title: Tampa Harbor Improvements Industry Day. Purpose: The purpose of this scheduled Industry Day is to provide the latest information regarding the future advertisement and award of Contract 1 for the Tampa Harbor Deepening Project. The scheduled event will include a detailed presentation by the Jacksonville District US Army Corps of Engineers, Tampa Harbor Project Delivery Team (PDT) followed by open Q&A and 1-1 meeting opportunities with contracts to ask more in-depth questions and get feedback as the design and permitting moves forward. Project Description: The project includes construction dredging to deepen and widen specified areas within the federal navigation channel of Tampa Harbor. The project is planned for six (6) contracts over an estimated 8–10-year period. The Scope of Work for this Industry Day will be focused on Contract 1. Contract 1 work includes deepening of Cut-C (HB), Port Sutton Channel, Port Sutton Turning Basin, East Bay Channel and Cut-D (HB) to a depth of 49 feet MLLW, deepening the Port Sutton Terminal Channel to a depth of 44 feet MLLW, and deepening the East Bay Channel Extensions 1 and 2 to a depth of 41 feet MLLW. The Contract 1 work also includes widening of Port Sutton Channel, Port Sutton Turning Basin, and East Bay Channel. All areas of deepening and widening will incorporate +1 foot of allowable overdepth. All dredged material from the project will be disposed of in the East Bay Placement Area, DMMA 2-D and DMMA 3-D. Estimated quantities to be dredged are roughly 4.4 million cubic yards. Link to the Tampa Harbor Improvements USACE website: https://www.saj.usace.army.mil/Tampa-Harbor/-30-/ Requests for Information: Industry is asked to consider the following questions and provide input at the Industry Day: 1. Company/Contractor name, address, point of contact, phone number and e-mail address. 2. Does the Contractor plan to submit a proposal for this contract? 3. Describe the proposed construction methods and sequencing and equipment needed to complete the project. At a minimum, address pre-dredging, side-casting of pre-dredging material, and placement into the East Bay Placement Area including constructing the containment perimeter and filling within the area. The contract will include geologic data of the dredge and placement areas as well as the geotechnical requirements for materials considered suitable for constructing the containment perimeter. The contractor will propose the dredging sequence to accomplish constructing the containment perimeter that meets required geotechnical specifications. Describe the factors considered in determining the dredging sequence, such as the material type, proposed equipment, proximity to the placement area, etc.? 4. Describe any constructability, stability, safety concerns with East Bay Placement Area. Describe additional equipment or methods required to place infill above water and/or above the proposed crest of the containment perimeter. Describe any concerns for drainage of the placement area. 5. Describe how filling the East Bay Placement Area will not result in material migrating out of the placement area and into the federal channel. At a minimum, address how existing soft material at the placement area will be contained when disturbed. 6. Will the proposed East Bay Placement Area construction methods require equipment to be located within the federal channel for extended periods of time acting as obstructions for vessel traffic, or obstruct Port Tampa Bay Berth 150? 7. For East Bay Placement Area, describe any temporal facilities, staging and laydown areas, and utilities that would be required or preferred in adjacent upland areas. 8. Dredging and placement of material will be conducted in a manner to minimize turbidity. Describe the turbidity control measures, such as turbidity curtains, that would be incorporated into the proposed construction methodology. If hydraulic placement of infill is proposed for the East Bay Placement Area, describe how affluent will be managed. 9. Based on prior dredging construction experience either in Tampa Bay or other locations in Florida, what are some of the challenges USACE could streamline to improve contract execution? 10. Describe any concerns with execution of the environmental species monitoring and reporting. Event Date: Wednesday, 18 November 2026 at 9:00 AM EST.
