PRE-SOLICITATION NOTICE OF INTENT TO SOLE SOURCE
Department of Veterans Affairs (VA) Network Contracting Office (NCO 21) intends to award a sole
source, firm fixed price contract to Lattice, Inc. for an Automated Patient Label Printing and Tracking System. The procurement is on behalf of the Department of Veterans Affairs, Veterans Health Administration, Regional Procurement Office West (RPOW), Network Contracting Office (NCO) 21, on behalf of VA San Francisco Health Care System.
Lattice MediCopia is an Automated Positive Patient Identification System which collects laboratory specimens, including but not limited to, blood, urine, stool, swabs, and other biological and pathology samples. Lattice MediCopia is a specialized and proprietary solution that provides a robust, integrated mobile system paired with handheld computers and scanners for bedside collection, labeling, and printing.
The MediCopia Specimen Collection system is the only known VA Technical Reference Model (TRM) approved, fully compatible, automated bedside specimen collection solution capable of meeting the VA s mission critical requirements for Positive Patient Identification, barcode accuracy, and seamless interoperability with VA s Veterans Health Information System and Technology Architecture (VISTA), Computerized Patient Record System (CPRS), the Laboratory Information System, and existing VA standard hardware and software. There are no known alternative vendors or solutions which can provide a comparable system that meets all required security, privacy, and integration standards which include the National Institute of Standards and Technology (NIST), Federal Information Processing Standards (FIPS), Health Insurance Portability and Accountability Act (HIPAA), and VA Handbook 6500.

VA s Gray Market Items terms and conditions apply pursuant to VAAR 852.212-71 Gray Market Items and VAAR 852.212-72 Gray Market and Counterfeit Items. As a result, vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the items identified to be eligible for participation with this acquisition. Vendor must be able to provide the documentation that demonstrates such aforementioned authority.
The solicitation for this action will be posted to beta.sam.gov and all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. After consideration, the Government will determine whether to proceed with the sole source acquisition. Please keep in mind that patient care and choice in the decision is the highest priority to the VA. The solicitation will be posted on or about June 23, 2026.
