The Administration for Community Living (ACL), Administration on Disabilities (AoD), Office of Intellectual and Developmental Disabilities (OIDD), is conducting market research for a potential requirement for a Training and Technical Assistance (T/TA) provider to support State Councils on Developmental Disabilities (SCDDs). Under the Developmental Disabilities Assistance and Bill of Rights Act of 2000 (DD Act), ACL supports a nationwide network of 56 State and Territory Councils responsible for advancing systems change, advocacy, and capacity building to improve outcomes for individuals with intellectual and developmental disabilities (I/DD) and their families. The contemplated requirement is for contractor support to deliver coordinated, comprehensive, and performance-based T/TA at a national scale, including both foundational and specialized support aligned with statutory, governance, and operational requirements of the Councils. The effort is intended to strengthen Council capacity to: - Maintain compliance with DD Act requirements - Implement Five-Year State Plans effectively - Demonstrate measurable systems-change outcomes - Improve leadership, governance, and evaluation capacity - Enhance dissemination, stakeholder engagement, and public awareness.
