5. Description:
The United States (U.S.) Army Research Laboratory (ARL, Detonation Science and Modeling Branch, requires the purchase of one (1) Scanning Total Station with Extended-Range Wireless. The Scanning Total Station shall have the following:
1. Angular Accuracy: ≤1 Arc-Second (1")
The instrument shall provide horizontal and vertical angular measurement accuracy of 1 arc-second (1") or better per International Organization for Standardization (ISO), 17123-3. This precision is required to establish survey control and measure displacement of test structures to sub-centimeter accuracy at ranges exceeding one hundred (100) meters.
2. Native Integrated 3D Laser Scanning — Minimum 25,000 Points Per Second
The instrument shall include three-dimensional (3D) laser scanning capability operating from the same optical axis and mechanical platform as the distance and angle measurement functions, at a minimum scan rate of 25,000 points per second. Scanning shall not require a secondary instrument, external scanner attachment, or field reconfiguration to activate.
3. Reflectorless Scanning Range: Minimum 500 Meters
The instrument shall achieve a reflectorless 3D point cloud scanning range of at least five hundred (500) meters under standard atmospheric conditions. This range is required to document test areas, crater formation, and structural effects from a single setup position at safe standoff distances.
4. Reflectorless EDM Accuracy: ≤2mm + 2ppm
The instrument shall achieve reflectorless electronic distance measurement accuracy of two millimeter (2mm) + two parts per million (2ppm) or better to support standoff measurement of test articles and structures without requiring retroreflector placement in hazardous areas.
5. Extended-Range Wireless Instrument Control: Minimum 1 Kilometer Line-of-Sight
The instrument shall support wireless instrument control and data transfer at a minimum range of one (1) kilometer line-of-sight in open outdoor environments. This capability is a safety-critical requirement enabling operators to remain outside hazard exclusion zones during active test operations while maintaining full instrument control and data connectivity. Wireless systems limited to standard indoor/short-range wireless networking frequencies or conventional robotic radio links do not satisfy this requirement due to insufficient operational range on open test ranges.
6. Full Robotic Operation with Automatic Target Recognition and Tracking
The instrument shall operate in fully robotic mode with automatic target recognition and continuous three hunded-sixy degree (360°) target tracking, supporting single-operator field use. A compatible 360° robotic prism shall be included.
7. Integrated Panoramic Imaging Registered to Measurement Coordinate System
The instrument shall include an integrated, calibrated imaging system capable of capturing a minimum three hundred sixty degrees (360°) horizontal panoramic image referenced to the instrument's measurement coordinate system without repositioning. This supports photographic documentation of pre- and post-test site conditions tied directly to survey coordinates.
8. Ruggedized Field Data Controller with Wide-Area Wireless Network Capability
A ruggedized field data controller shall be provided with alphanumeric keypad input, wide-area wireless network (WWAN) connectivity, and compatible mounting hardware for robotic pole operation.
9. Field Software — Integrated Scanning and Survey Workflow
Field software pre-loaded on the controller shall support integrated scanning data collection, conventional survey measurements, target-based control, stakeout, and real-time data quality feedback without requiring third-party middleware or post-field data conversion to initiate processing.
10. Office Post-Processing Software — Point Cloud, CAD, and GNSS Analysis
The system shall include an office software suite capable of point cloud processing and visualization, Computer-Aided Design (CAD) drafting and export, and Global Navigation Satellite System (GNSS)/conventional survey data processing, with direct compatibility with field-collected scanning data in a unified project workflow.
11. Permanent Scanning Software License
The scanning capability shall be enabled by a permanent software license included with the instrument at time of delivery. Time-limited, subscription-based, or renewable scan licenses are not acceptable.
12. Scanning Operations Training — Minimum Two Sessions
A minimum of two training sessions covering scanning field operations and office post-processing workflows shall be provided by personnel authorized by the instrument manufacturer, conducted on-site or virtually at the Government's discretion.
6. This is a notice of a proposed competitive action. The Government intends to issue a formal Request for Quotation (RFQ) in accordance with FAR Part 12, Acquisition of Commercial Products and Commercial Services.
7. The anticipated award date is 31 August 2026.
8. All responsible sources may submit a quotation, which will be considered by the agency.
