SUBJECT: Sources Sought Notice/RFI – B-21: Squadron Ops/Bomber Generation Squadron, Dyess AFB, Texas

This notice is issued under the authority of 10 U.S.C. § 2808a (Other Transaction Authority for Construction and Repair) and is not subject to the Federal Acquisition Regulation (FAR). No solicitation is available at this time. The Government will not pay for any information submitted in response to this notice.

PURPOSE: The U.S. Army Corps of Engineers (USACE), Fort Worth District, is conducting active public market intelligence to gauge industry interest, capacity, and capability from commercial construction firms, design-builders, and Non-Traditional Defense Contractors (NDCs). The intent is to gather critical feedback regarding advanced commercial construction methodologies, project delivery risks, and acquisition preferences to support our upcoming project delivery selection.

PROJECT DESCRIPTION

This project will construct a combined Squadron Operations and Bomber Generation Squadron Facility at Dyess Air Force Base, Texas, approximately 167,164 gross square, to support the B-21 program, with an estimated Construction Cost Limitation (CCL) of $164,651,000. A portion of this facility will be two-story construction while the remaining portion will be a high bay maintenance hangar. Construction includes reinforced concrete drilled pier foundation, structural steel frame, masonry and insulated metal panel walls, standing seam metal roof and interior finishes. Special foundation structures due to local expansive soils. Site preparation includes site grading, construction site establishment, demolition of existing pavements and demolition of underground utilities within the site. Site improvements include earthwork landscaping, concrete pads and other exterior appurtenances. Utilities include domestic and fire protection water, electrical, sanitary sewer, storm water, natural gas and communications systems, and a 588-ton HVAC capacity. Roadways, Sidewalks and Parking includes new access drives, sidewalks, truck unloading area, Government Owned Vehicle parking areas and Personally Owned Vehicle parking lots.

Facilities will be designed as permanent construction in accordance with the Department of Defense Unified Facilities Criteria 1-200-01, General Building Requirements. This project will comply with Department of Defense anti-terrorism/force protection requirements per Unified Facility Criteria 4-010-01, DoD Minimum Anti-terrorism Standards for Buildings.
