Special Notice
The U.S. Department of State (DOS), U.S. Embassy Singapore, intends to award a Firm-Fixed-Price (FFP) contract on a sole source basis to IMCS Construction Pte Ltd pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Soliciting from a Single Source, as the Contracting Officer has determined that only one source is reasonably available to meet the Government's requirements within the required timeframe.
This notice is not a request for competitive quotations or proposals. However, all responsible sources that believe they can satisfy the Government's requirements may submit a capability statement for consideration by the Government.
Requirement
The U.S. Embassy Singapore requires repair, refurbishment, overhaul, testing, commissioning, and restoration of the existing Bavak Vehicle Gate Systems located at the Front and Rear Controlled Access Checkpoints (CACs).
The contractor shall provide all labor, supervision, equipment, tools, transportation, materials (excluding Government-furnished replacement components), and technical expertise necessary to restore the systems to full operational capability.

The estimated value of this acquisition is approximately $47,800.
Justification
The U.S. Embassy Singapore has an urgent operational need to restore the Bavak Vehicle Gate Systems supporting the Embassy's controlled access checkpoints. These systems are mission-critical components of the Embassy's physical security infrastructure and are essential to maintaining secure vehicle access to the compound.
Critical mechanical and electrical components have deteriorated due to continuous operation and normal wear, including underground control and power cables, gate hinges, bearings, rack-and-pinion assemblies, and safety systems. Continued operation without repair increases the risk of equipment failure, operational disruption, restricted vehicle access, personnel safety hazards, and degradation of the Embassy's perimeter security posture.
Market research determined that IMCS Construction Pte Ltd is the only source reasonably available to perform the required work within the Government's required timeframe. IMCS possesses detailed knowledge of the Embassy's existing Bavak gate systems, underground utilities, control systems, equipment interfaces, and security integration requirements through previous successful performance at U.S. Embassy Singapore. Award to another contractor would require additional engineering evaluations, site investigations, security familiarization, and interface verification, resulting in unacceptable delays and increased operational and security risks.
Accordingly, the Government intends to award this requirement pursuant to FAR 13.106-1(b)(1).
Period of Performance
Approximately 1 August 2026 through 30 August 2026.
Responses to this Notice
Interested firms may submit a capability statement demonstrating their ability to satisfy the Government's requirements.
Capability statements shall be limited to ten (10) pages, excluding copies of licenses, permits, and certifications, and shall include, at a minimum:
Capability statements shall clearly demonstrate that the offeror possesses the technical, managerial, and operational capability necessary to perform the required services within the Government's required schedule. Firms proposing the use of subcontractors shall demonstrate the prime contractor's capability to effectively manage contract performance and ensure timely execution of the required services.
Responses received will be evaluated solely to determine whether a responsible source other than the identified contractor is capable of meeting the Government's requirement without causing unacceptable delays to the Government's mission.
Responses shall be submitted electronically to the Contracting Officer no later than 5:00 PM Singapore Time, five (5) calendar days after publication of this notice.

The Government will not reimburse respondents for any costs incurred in preparing or submitting a capability statement.
