THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; OFFERS ARE BEING REQUESTED AND A WRITTEN SOLICITATION (PAPER COPY) WILL NOT BE ISSUED. The 23d Contracting Squadron, Moody Air Force Base (MAFB), GA has a requirement for a modular, high-density storage system (furnish, deliver, and complete on-site installation). Moody Air Force Base requires a vendor that can meet the minimum requirements outlined in Attachment 1 – Purchase Description.

SPECIAL INSTRUCTIONS:

Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

Addendum to RFO 52.212-1 (Instructions to Offerors)

Offerors shall prepare their quotations IAW RFO 52.212-1. In addition, the following information shall be included:

Offerors shall submit quotes via email to SSgt Samantha Elia at samantha.elia@us.af.mil and A1C Caleb Burks at caleb.burks.3@us.af.mil. Maximum file size is 20MB. If your package exceeds 20MB, contact the CO at least 2 business days prior to closing to request a DoD SAFE drop-off link.

Evaluation Criteria (Addendum to RFO 52.212-2)

The Government will award a Firm-Fixed-Price purchase order resulting from this solicitation to the offeror responsible whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

This is a Lowest Price Technically Acceptable (LPTA) evaluation conducted under Simplified Acquisition Procedures (RFO Part 12 and RFO Part 13).

Evaluation Factors:

1. Price (Total evaluated price includes CLINs 0001–0004).
2. Technical Acceptability: Evaluated on a pass/fail basis against the salient characteristics and installation requirements in Attachment 1 – Purchase Description.

The contract will be awarded to the technically acceptable quote with the lowest total price. Only the lowest-priced quote will be evaluated for technical acceptability initially; subsequent quotes will be evaluated only if the lowest is non-acceptable.

The clause at RFO 52.212-4, Contract Terms and Conditions – Commercial Products and Commercial Services, applies to this acquisition. Full terms, conditions, and applicable clauses will be incorporated directly into the resulting award document.
