This is the DRAFT solicitation for contractor review and comment. THIS IS NOT A REQUEST FOR OFFER. The Government may or may not respond to Contractor comments and questions. However,  it is the intent of the Government to incorporate responses to Contractor comments and questions in the updates to the solicitation which will be the official Request for Offer. Comments and questions are due by 1400 on 11 JULY 2026.
