Rock Imagery Services at Historic Properties within the Federal Columbia River Power System (FCRPS) at USACE Operating Projects in the Pacific Northwest
(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO 12.202. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.
The Government intends to establish a Multiple Award Task Order Contract (MATOC) by awarding Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to create a pool of highly qualified vendors. Under this contract, awardees will provide specialized Cultural Resource Management (CRM) and rock imagery conservation services in support of the USACE FCRPS Cultural Resource Program. Establishing this pool of multiple sources is necessary to ensure robust competition at the task order level.
Solicitation number W912DW26RA050 is issued as a request for proposal (RFP) for Rock Imagery Services at Historic Properties within the FCRPS USACE Operating Projects area in the Pacific Northwest.
This acquisition is a set-aside for small business concerns IAW RFO 19.104-1. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

(iii) Description of requirements for the services to be acquired: USACE requires assistance with protecting, preserving, and conserving rock imagery sites that are eligible for the National Register of Historic Places per the requirements of the National Historic Preservation Act and with the Archaeological Resources Protection Act and the Antiquities Act. Work performed under this Contract is intended to support USACE District/Division project managers with technical and logistical support for rock imagery services. Management of rock imagery historic properties requires a degree of specialization to conserve the sites, which is not typical for USACE heritage staff.
(iv) Date(s) and place(s) of delivery: The anticipated award date for this requirement is summer 2026 with a Period of Performance consisting of (48) forty-eight months.
The primary Area of Responsibility (AOR) for this work is the Seattle District (NWS) including Washington, northern Idaho, and western Montana. This contract will also be available for two other districts that participate in the Federal Columbia River Power System (FCRPS) program within the Northwestern Division including Portland (NWP) and Walla Walla (NWW). The NWD FCRPS AOR covers 4 states along the Columbia River (Washington, Oregon, Idaho, Montana).

All E-mail submissions must clearly identify this notice on the subject line. Offerors bear the burden of ensuring their proposal reached the designated contracting office on time and should allow reasonable time for transmission to be completed. All pages of the transmission and attachments must reach the office before the deadline specified. Any part of the proposal that arrives after the specified deadline may not be considered. The submitter bears the risk of non-receipt of proposals and should confirm by telephone that the proposal was received.
The offeror shall submit 1 (one) copy of their entire proposal. The submission of an incomplete proposal may render the proposal unacceptable and will not be considered. (NOTE: proposals submitted through sam.gov are unacceptable)

(4) Description: Work will include coordination and consultation with USACE representatives to conduct condition assessments and quality conservation of rock imagery sites. Work required may involve field work, conservation work, and report writing. The Contractor is not expected to provide detailed regional prehistories or cultural overviews in their reports, report writing for most tasks will concentrate on documentation, conservation, and treatment. Tasks may include coordination with Tribal Nations or Tribal representatives when applicable and at the behest of the USACE representative.
