The New Mexico National Guard intends to issue an Invitation for Bids to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the removal and replacement of the existing chiller to include new piping, valves, electrical, and a complete flush and fill of the hydronic system at Building 1055, 2251 Air Guard Dr SE, Kirtland Air Force Base 87117. The contractor shall provide and install Carrier (Brand Name Only) chillers and all necessary components to return the system to fully operational status.

The contract duration will be 90 calendar days after notice to proceed to include inspection and punch list. This project is set aside 100% for total small business. The North American Industry Classification System (NAICS) Code is 238220, with a small business size standard of $19,000,000. Per RFO FAR 36.101-3(b), the budget parameters for this project is between $350,000 and $450,000.

The tentative date for issuing the solicitation is on-or-about August 14, 2026.

The tentative date for the pre-bid conference/ site visit is on-or-about August 20, 2026, at 11:00 AM Mountain Standard Time (MST) location to be provided in the solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions related to this solicitation, pre bid conference and site visit must be submitted by August 25, 2026, at 11:00 AM MST, via email to 150SOW.MSC.RFPRFQ@us.af.mil. All dates are subject to change. Please refer to the solicitation for confirmation. Please hold off on submitting questions until after the solicitation is issued, as this is the presolicitation notice. 

The bid opening date is tentatively planned for on-or-about September 01, 2026, at 11:00 AM MST. Actual dates and times will be identified in the solicitation. Interested offerors must be registered in the System for Award Management (SAM). To register go to SAM.gov. Instructions for registering are on the website (there is no fee for registration).

Your attention is directed to FAR clause 52.219-14(e)(3) (DEVIATION 2021-O0008), LIMITATIONS ON SUBCONTRACTING, which states “By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor’s 85 percent subcontract amount that cannot be exceeded”.

In accordance with RFO FAR 36.101-4, the following information is provided:

1. The National Guard has no agency-specific policies or procedures that apply to the definitization of equitable adjustments for change orders under construction contracts.
2. No data is available regarding the timely definitization of equitable adjustments for change orders under construction contracts.
