Synopsis for Oil Water Separator Cleaning Maintenance

This is a Pre-Solicitation Notice published for informational purposes only; no formal solicitation is currently available. The Mission and Installation Contracting Command (MICC) – Joint Base Lewis-McChord (JBLM), Washington, anticipates issuing a solicitation for Oil Water Separator (OWS) cleaning and maintenance services. The purpose of this requirement is to establish an Requirements contract to provide all personnel, equipment, containers, supplies, facilities, transportation, tools, materials, supervision, and non-personal services necessary to perform comprehensive OWS maintenance at JBLM.

The contractor shall ensure OWS systems function as designed to prevent the discharge of contaminants, oils, and hazardous materials into the environment. Performance requires the scheduled removal and proper disposal of sediment, sludge, and contaminated water. These services directly support the mission readiness of military and civilian operations at JBLM by maintaining critical infrastructure in full compliance with federal, state, and local environmental regulations, including the Clean Water Act and Washington State Department of Ecology standards.

The contract will consist of a base period and four (4) one-year option periods, commencing on or about 1 June 2027. As requirements develop, the Government will issue Firm-Fixed-Price (FFP) task orders on an as-needed basis in accordance with an established Price List. The Government anticipates releasing the solicitation between mid-October to early November 2026, with an open response period of approximately 30 days.

The solicitation, attachments, and technical exhibits will be distributed exclusively through the Contract Opportunities section of the System for Award Management at SAM.gov; no paper copies will be provided. To be eligible for award, prospective contractors must maintain an active registration in SAM under NAICS code 562998 (All Other Miscellaneous Waste Management Services). All amendments and schedule updates will be published solely to SAM.gov, and it remains the prospective contractor’s responsibility to monitor the site regularly. The Government will not be responsible for any information not received due to a failure to monitor the portal.
