Y1AZ - This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a proposal is being requested and a written solicitation will not be issued.

The U.S. Environmental Protection Agency (EPA), Region 2 in Edison, NJ. requires a contractor to design, install and test a new Fire Sprinkler/Suppression System for Building 10 at the US Environmental Protection Agency, Edison Environmental Center, located at 2890 Woodbridge Avenue, Edison, New Jersey 08837.

A draft PWS is attached. It is the Agency’s intent to award a stand-alone firm-fixed price contract. This acquisition is set-aside for small businesses with Service Disabled Veteran Owned Business (SDVOSB) certifications. The anticipated Period of Performance: 180 days after Notice to Proceed with an estimate Period of Performance (10/1/2026 – 4/9/2027).

This acquisition will be processed in accordance with FAR Parts 12 Acquisition of Commercial Products and Commercial Services in conjunction with FAR Part 15 Contracting by Negotiation and FAR Part 36 Construction and Architect-Engineer Contracts. The applicable North American Industry Classification System (NAICS) code for this requirement is 238220, Plumbing Heating and Air Conditioning Contractors with a size standard of $19 million. The solicitation number is 68HERF26R0054 and is issued as a request for proposal. Award will be selected based on the Best Value offer that meets all requirements of the Statement of Work. For this solicitation, all evaluation factors other than cost or price when combined are approximately equal to cost or price. Proposals shall be submitted no later than August 14, 2026 by 12:00 pm Eastern Daylight Time (ED) via FedConnect. Emailed quotes will not be accepted. Interested offerors may submit questions to the Contract Specialist named below via email until by 12:00 pm ED on August 4, 2026. Proposals shall include all necessary documentation for the EPA to verify technical acceptability of the proposed equipment/services to meet the minimum specifications.
