SOURCES SOUGHT NOTICE FOR MARKET RESEARCH ONLY – This notice does not constitute a solicitation announcement or restrict the Government to an acquisition approach. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS are available for this notice. Responses to this notice will be used by the Government to make appropriate acquisition decisions. No award will be made from this notice.
This announcement is to gain knowledge of potential qualified small and large business sources for a Master Ship Repair Agreement (MSRA) supporting inland navigation vessels. Businesses are strongly encouraged to review this SOURCES SOUGHT and submit according to the directions in this notice.
PROJECT DESCRIPTION:
The US Army Corps of Engineers requires ship repair and dry-docking capabilities to support its fleet of inland navigation vessels operating within the inland waterway system.
PROJECT SCOPE OF WORK:
The scope of this Master Ship Repair Agreement (MSRA) encompasses routine, emergency, and scheduled overhaul repair services utilizing a dry dock for inland navigation vessels, including but not limited to towboats, barge-mounted cranes, and deck barges. Work requirements include vessel dry-docking, steel hull plating inspection and replacement, surface preparation (sandblasting) and marine painting, overhaul of propulsion systems (shafts, propellers, rudders, and bearings), marine electrical systems troubleshooting and repair, and compliance with all applicable United States Coast Guard (USCG) and American Bureau of Shipping (ABS) inspections and standards.
Both small AND large businesses will be considered for this SOURCES SOUGHT. The Government must ensure there is adequate competition among the potential pool of available contractors. The North American Industrial Classification System Code (NAICS) is 336611 (Ship Building and Repairing), which has a size standard of 1,250 employees.
The following requests are designed to apprise the US Army Corps of Engineers, Huntington District, of any prospective business’s capabilities. Please provide your response to the following. The submission is limited to 20 total pages (20 one-sided, or 10 double-sided pages).

(a) Qualifications and Technical Competence: Describe your firm's specialized experience with respect to:
(b) Equipment/Facilities: Describe the listed equipment and facilities below that your firm currently owns or has the ability to utilize that is required to successfully complete dry dock and repair operations for inland vessels.
(c) Capacity: Describe your firm's capacity to perform the project, handle emergency repair dispatch, and accomplish the anticipated work in an efficient manner within the shipyard's current operational bandwidth.
The Government is seeking short statements regarding the company's ability to demonstrate existing expertise and experience in relation to the areas specified herein. Commercial brochures or existing marketing materials may be submitted with the Capabilities Statement. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities.
