This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.603 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotes are not being requested, and a separate written solicitation will not be issued. The procurement is conducted under the authority of FAR 12.201-1 for simplified procedures. The Government/ The National Institutes of Health (NIH) intends to solicit and award a sole-source purchase from Siemens Healthineers . This notice is not a request for competitive quotes. However, any responsible source that believes it can meet all the requirements may submit a capability statement proposal, or quotation, which shall be considered by the agency.

Sole Source Justification: The government intends to solicit and negotiate a sole-source purchase with Siemens Healthineers. Siemens Healthineers is the sole manufacturer of the Siemens Part numbers for the (2) MAGNETOM Terra to Terra.X upgrades. The upgrades are for (2) existing Siemens MRIs at the NIH. Only Siemens Healthineers can provide the proprietary software updates and upgrades required for this equipment, and no other software has been validated for these systems. Regarding upgraded software and hardware packages, Siemens Healthineers only sells direct, as they maintain no distributor agreements for MR for these technologies. Consequently, no other vendor or distributor can satisfy the agency's structural, software, and engineering validation requirements.

5A. MR Technical Installation & Software & Hardware Integration

Description: Highly specialized Original Equipment Manufacturer (OEM) factory component interconnection, RF cabling and shielding validation, software environment initialization, gradient testing, and engineering system calibration tailored to the MRI platform. Labor Standard: EXEMPT from SCLS per FAR 22.1003-4(c). Contingent upon execution of FAR 52.222-48.
5B. MR Heavy Rigging & Physical Moving Operations

Description: All-inclusive heavy physical rigging, structural transit, and mechanical placement services. Fixed price must include all specialized transport logistics, municipal/NIH permits, street closures, structural shoring calculations, and mobile crane operations tailored to the physical radius and building clearance constraints of Building 10, as determined by certified crane load charts and approved safety plans.
Labor Standard: NON-EXEMPT. Subject to the attached Department of Labor SCLS Wage Determination No. 2015-4269.
5C. MR Examination Bay Room Preparation & Facility Shielding

Description: Physical preparation of the Building 10 ( rooms (B1D305 and B1D708) examination bay to meet specifications for the OEM hardware and software. Work includes installation/reinforcement of RF/EMI shielding, structural floor anchoring, and specialized facility
wall/ceiling patching. All work must result in a fully functional, structurally compliant examination room prior to government acceptance.
Labor Standard: NON-EXEMPT. Subject to SCLS Wage Determination No. 2015-4269.
6. MR Project Management – Qty (2) EA
A Siemens Project Manager (PM) will be the single point of contact for the implementation of your Siemen’s equipment. The assigned PM will work with the customer’s facilities management, architect or building contractor to assist you in ensuring that your site is ready for installation. Your PM will provide initial and final drawings and will coordinate the scheduling of the equipment, installation, and rigging, as well as the initiation of on-site clinical education.

Basis for Award and Price Reasonableness:
Basis for Award: The Government intends to award a single, firm-fixed-price purchase order directly to the identified sole-source OEM. To receive the award, the offeror’s quote must conform completely to the schedule of supplies, line-item quantities, and technical specifications outlined in this notice.
Price Reasonableness: . Because this action is conducted on a sole-source basis, the Government will evaluate the offeror's pricing to ensure it is fair and reasonable prior to award pursuant to FAR 12.209. The offeror must submit supporting documentation with their quote to justify the commercial pricing of the Terra.X upgrades. In accordance with FAR 15.403-3(c), this documentation may include published commercial price lists, recent commercial invoices for identical upgrades sold to private hospital networks, or a detailed commercial discount methodology
Offerors Submission Instructions:
All quotes must be submitted via email to Tina Robinson @ robinsti@mail.nih.gov, no later than September 23, 2026, prior to 4:00 PM EDT.
Price Proposal Format & Mathematical Realignment:
Offerors must provide a single, comprehensive grand total firm-fixed-price for the complete turnkey execution of the MAGNETOM Terra to Terra.X upgrades. Additionally, the offeror must provide a distinct, itemized fixed price for each separate line item listed under the schedule of supplies/services in this solicitation.
• Line Item 5 Breakdown Constraint: Line Item 5 (Ancillary Services: Turn-Key Rigging and Mechanical Installation) is sub-divided into line items 5A, 5B, and 5C. The offeror must provide a distinct, fully loaded fixed price for each of these individual sub-components. The mathematical sum of the prices proposed for sub-line items 5A, 5B, and 5C must equal exactly 100% of the total price proposed for overarching Line Item 5.
The cumulative mathematical sum of all proposed line items (Items 1 through 6) must align perfectly with the proposed grand total firm-fixed-price.
• A completed and signed FAR 52.222-48 SCLS Exemption Certification.
• A completed and signed FAR 52.225-6 TAA Certification.
• A copy of the OEM's valid, approved Commercial Subcontracting Plan matching the requirements of FAR 52.219-9.
• The vendor's active Unique Entity Identifier (UEI) number.
• A comprehensive technical breakdown confirming compliance with the required Siemens Healthineers Terra.X configuration upgrades.
• All-Inclusive Firm-Fixed-Price Constraint: This is an entirely Firm-Fixed-Price (FFP) acquisition conducted pursuant to FAR Subpart 16.2. The offeror's proposed grand total proposal price must be a comprehensive, fully loaded, all-inclusive rate representing the total turnkey completion of the MAGNETOM Terra to Terra.X upgrades.
• Prohibition on Hidden Fees and Conditional Quotes: The Government will not consider, review, or accept quotes containing conditional pricing, variables, 'drip pricing,' or open-ended assumptions. The fixed price must encompass all direct and indirect costs necessary to execute the three complete operational phases, including but not limited to: structural engineering site surveys, heavy rigging and transport labor, specialized copper/magnetic room shielding materials, technical hardware assembly, closed-loop chilling connections, software calibration, travel expenses, administrative fees, local municipal permits, and compliance with local Wage Determinations. In accordance with the RFO's streamlined commercial guidelines, any attempt by the offeror to include separate, unpriced, or post-award line items for 'out-of-scope adjustments,' 'ancillary hardware updates,' or 'unforeseen room integration variables' will render the quote non-compliant and legally ineligible for contract award. The contractor assumes maximum risk and full responsibility for all performance costs.
