C-130H Center Wing Box

This Synopsis serves as a notice of intent that the C-130 Mobility Aircraft Contracting Branch, AFLCMC/WLNK, at Robins Air Force Base, GA, anticipates issuing a Request for Proposal (RFP) on SAM.gov under Notice ID FA8504-26-R-B005 for the C-130H Center Wing Box).

This effort requires the Enhanced Service Life (ESL) Center Wing Box (CWB) kits for the C-130 Center Wing Box (CWB) program.

This acquisition will be Sole Source (Other than Full and Open Competition) to:

The statutory authority permitting other than full and open competition is FAR 6.103-1 – 10 U.S.C. 3204(a)(1), Only One Responsible Source - No Other Supplies or Services Will Satisfy Agency Requirements.

The North American Industry Classification System Code (NAICS) for this requirement is 336411, Other Electronic Component Manufacturing, with a corresponding small business size standard of 1500 employees, and Product and Service Code (PSC) 1510.

This acquisition will result in the award of a follow-on contract with the majority being a Firm-Fixed Price (FFP) definitive quantity contract. There shall also be Cost Reimbursable – No Fee (CRNF) contract line items (CLINs) for Travel and Over and Above.

This contract will include a five (5) year period of performance (PoP) consisting of a one (1) year basic period and four (4) one (1) year options (Options I to IV). (in accordance with FAR 52.217-9, Option to Extend the Term of the Contract) and Option to Extend Services, FAR 52.217-8.

The approximate Request for Proposal (RFP) issue date is FY26 Q3.

In accordance with FAR 5.101(c)(4)(vi) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

Drawing packages defining CWB kits for the affected aircraft were developed at Government expense under previous contracts, so the USG retains Unlimited Data Rights to the CWB kit Technical Data Packages (TDPs)

Foreign Participation is not permitted.
