The Department of Veterans Affairs, Veterans Health Administration, Office of Suicide Prevention, intends to procure Veterans Crisis Line (VCL)-branded cable-style gun locks in support of lethal means safety and secure firearm storage. This effort supports VA suicide prevention by providing secure storage devices that build time and space between impulse and action.
The Contractor shall provide 15" heavy-duty steel cable gun locks usable on handguns, rifles, and shotguns, each imprinted with the VCL logo and phone number on both sides. Each unit shall be individually packaged with a VCL wallet card, a VCL crisis-support label affixed to the cable, and use instructions. Locks must be California DOJ-approved, ASTM-compliant, and listed on both the Massachusetts Approved Firearm Safety/Locking Devices list and the Maryland Approved Integrated Mechanical Safety Devices list. Full technical requirements are in the Statement of Work (Section B.2).
Estimated total quantity is up to 2,100,000 units (14 truckloads of 150,000 each), consisting of a base requirement of 8 loads (1,200,000 units) and 6 optional loads (900,000 units). Deliveries will be made in installments to the VA Hines Health Care Depot, 5000 South 5th Avenue, Hines, IL 60141-3030.
This is a Firm-Fixed-Price acquisition for commercial products conducted under FAR Part 12, using Lowest Price Technically Acceptable (LPTA) source selection procedures. This requirement is 100% set-aside for certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). Only quotes from firms certified and listed in the SBA certification database at https://certifications.sba.gov/ at the time of quote submission and at award will be considered.

The period of performance is anticipated to be September 30, 2026, through September 29, 2027. Anticipated award date is on or about September 30, 2026.
