INTRODUCTION
Battelle Energy Alliance, LLC (BEA), the Management and Operating Contractor of the U.S. Department of Energy-owned Idaho National Laboratory (INL), is seeking Expressions of Interest (EOI) from qualified vendors capable of providing heavy equipment rental services to support laboratory operations at INL facilities in Idaho Falls and at Site locations west of Idaho Falls.
BACKGROUND
INL utilizes outside vendors to obtain equipment that is unavailable through the Central Facilities Area (CFA) equipment pool or required for specialized tasks. Timely access to safe, compliant, and well-maintained equipment is essential to maintaining project schedules and mitigating risk. Heavy equipment rentals enable BEA to meet operational needs without long-term capital purchases. Proposed base period: January 1, 2027 – December 31, 2027, with four (4) option years extending through December 31, 2031.
SCOPE OF WORK
Responding vendors must be capable of furnishing heavy equipment rental services on an as-needed basis, including delivery and pickup when requested by BEA. The rental fleet should encompass the following representative, non-limiting categories typically required by BEA, including but not limited to:
• Rollers
• Soil compactors (Heavy-duty, suitable for earthwork and compaction operations.)
• Dozers
• Motor graders
• Excavators and attachments
• Scrapers Heavy-duty self propelled and/or tandem-engine scraper suitable for large-scale earthmoving operations.
• Articulated haul trucks (30-ton payload and/or 45-ton payload capacity)
• Wheel loaders (Medium-production and/or large-or extra-large production)
• Water equipment (12K gal. watertower, water trucks with 6K gal. and/or 8K gal.)
• Rubber track dump trucks (suitable for operation on soft ground or uneven terrain)
Equipment furnished shall meet or exceed OSHA, ANSI, and applicable manufacturer maintenance standards; be delivered in safe, good working condition; and include required documentation (inspection records, manuals, tags, capacity charts).
PROCESS
This EOI is the first step in identifying interested and qualified vendors for future solicitation. Responses may be used to inform the development of a formal solicitation list. Selected vendors may be invited to participate in a Request for Proposal (RFP) process for award consideration.
SUBMITTAL REQUIREMENTS
Interested firms are requested to provide expressions of interest submitted to chase.egbert@Inl.gov by close-of business on 02 Oct. 2026. Responses must include sufficient written information confirming the responder’s qualifications and interest.
Note that responses must be no more than fifteen (15) pages in length in PDF format. Only select respondents, as determined by BEA, will receive an invitation to participate in the anticipated RFP solicitation.

Because information received in response to this EOI may be business sensitive or proprietary to the responding party, respondents must mark information in their responses accordingly.
