A. Introductory:
This is a Sources Sought set aside for Indian Economic Enterprise (IEE) and Indian Small Business Economic (ISBEE). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The objective of this Sources Sought # IHS1526219 is to identify potential IEE and ISBEE vendor that can provide a base + 4 Option Periods for a Computerized Maintenance Management System for Indian Health Service (IHS).
B. Project Description:
B.1 Background:
The U.S. Department of Health and Human Services (HHS), Indian Health Service (IHS), is responsible for providing federal health services to American Indians and Alaska Natives. The provision of health services to members of federally recognized tribes grew out of the special government to government relationship between the federal government and Indian tribes. The IHS is the principal federal health care provider and health advocate for the Indian people. The goal is to assure that comprehensive, culturally acceptable personal and public health services are available and accessible to American Indians and Alaska Natives. The IHS currently provides health services to approximately 1.5 million American Indians and Alaska Natives who belong to more than 557 federally recognized tribes in 34 states.
The IHS Office of Environmental Health and Engineering (OEHE) requires information on who can provide an approach to continue technical support to the existing Nuvolo CMMS along with software enhancements and training, including related functions, tools, and services. An existing CMMS (Nuvolo) is currently deployed within the agency as an enterprise-level solution, providing a single, standardized solution for all IHS employees to utilize per national requirements.
B.2 Requirements:
This will consist of required SaaS licenses, data collection and/or data migration, and SaaS vendor support. The solution provided shall also be aligned with CMMS healthcare industry best practices and provide the flexibility necessary to enable improvements and address agency initiatives in facility and biomedical operational and service management processes. The objective is to provide access and support services for the IHS Nuvolo computerized maintenance management system (CMMS) platform capable of providing service desk, incident, problem, change, knowledge, configuration management, and other CMMS processes delivered through an “off- premises” model (e.g., Software as a Service (SaaS), cloud-based offering, etc.). The solution will consist of required SaaS licenses, data collection and/or data migration, and SaaS vendor support. The solution provided shall also be aligned with CMMS healthcare industry best practices and provide the flexibility necessary to enable improvements and address agency initiatives in facility and biomedical operational and service management processes, and provide a model that supports a healthcare organization by:
• Licensing on a ‘concurrent’ user basis. Other licensing schema (role-based, platform based, named-user, requestor, mobile, etc.) must be explicitly described and all tiers/types of licensing/pricing submitted for review/evaluation.
• Improving facility and biomedical service delivery consistency, quality and responsiveness.
• Improving visibility and collaboration across facility, biomedical, and IT support tiers.
• Providing reports and analytics for facilities and biomedical teams to track and communicate the value and support efforts they provide.
• Providing and supporting mobile application functionality via iPads, Microsoft, or Android devices with offline capability and synchronization when connectivity is available.
• Meeting statutory requirements of the Centers for Medicare & Medicaid Services (CMS) Conditions of Participation (42 USC), the Food, Drug and Cosmetic Act (21 USC), and others.
• Incorporating accreditation standards of various entities such as The Joint Commission (TJC), DNV-GL Healthcare, Accreditation Association for Ambulatory Health Care (AAAHC), and others.
• Incorporating various maintenance standards/codes such as NFPA 99, NFPA 101, AAMI/ANSI EQ56, IEC 60601, and others.
The solution shall include Development, Test and Production systems, all of which are hosted as part of a FedRAMP Low or Moderate service offering with a current FedRAMP Provisional Authorization (PA).
B1. Scope:
The IHS CMMS project will follow a phased implementation with incremental delivery of capabilities developed through software upgrades or platform enhancements. This will allow lessons learned to be incorporated as additional groups are on-boarded to using the new toolset and processes. Technical capabilities will be released in phases, while the roll-out to IHS organizations shall be completed in waves. Ideally, full implementation at IHS would span:
Across ten out of the twelve Regional Areas Offices (Albuquerque, Bemidji, Billings, California, Great Plains, Nashville, Navajo, Oklahoma, Phoenix and Portland), Alaska and Tucson may opt to adapt the same solution at a future implementation. Implementations/“rollouts” and trainings at the facilities or through online platforms within the respective Areas are at the discretion of each Area office. The training module is based on a “train the trainer” model, and implementations can be done remotely with the assistance from Area Office staff. Future implementations are optional and will be funded, executed at the discretion of IHS, and planned with the vendor. Approximately 800 total users exist for Local Facility and Biomed staff at the Hospitals, Health Care Centers, Clinics, and Area Offices.
C. Eligible Vendors:
Businesses must be Indian Economic Enterprises (IEEs) (at least 51% Indian owned and controlled).
Business size and type of business (e.g., ISBEE/IEE, 8(a), SDVOSB, etc.). All respondents should be registered on the System for Award Management (SAM) located at https://www.sam.gov. Submission of Invoices: The contractor shall submit invoices in
accordance with FAR 52.212-4(g) on a monthly basis.
D. Anticipated Period of Performance:
The anticipated start of performance is July 1, 2026.

E. Deliverables:
The Contractor shall provide a Subject Matter Expert (SME), who will assist with Risk Management Framework (RMF) documentation, and Assessment and Authorization activities. The PM, or designated representative shall provide technical and functional support required for the project management of this SOW including:

IHS does not expect resources to support efforts outside of a normal business day. A normal business day is any eight (8) hour period between the hours of 8 a.m. and 6 p.m., Monday through Friday IHS facility local time, excluding Public Holidays.

F. Experience:
The Contractor shall possess knowledge, skills and abilities to maintain and provide SaaS licenses, data collection and/or data migration, and SaaS vendor support on a monthly basis. The contractor shall define license and all relative documents.
