RFI/Sources Sought 20-Foot MilSpec CONNEX Storage Containers with Brand Name Only Cabinet Systems

1.0 Purpose

The Government is conducting market research to identify potential sources capable of providing six new 20-foot MilSpec CONNEX storage container systems outfitted with interior storage cabinets, restraint/fastener systems, and LED lighting.

This Request for Information is issued solely for market research purposes in accordance with FAR Part 10. This notice does not constitute a Request for Quote, Request for Proposal, Invitation for Bid, or a promise to issue a future solicitation. The Government is not seeking proposals at this time and will not accept unsolicited proposals in response to this notice.

Responses to this notice will assist the Government in determining availability of sources, commerciality, small business capability, acquisition strategy, lead times, delivery considerations, and whether a future requirement may be set aside for small business concerns.

2.0 Anticipated Quantity

The Government anticipates a requirement for six complete 20-foot MilSpec CONNEX storage container systems.

Each CONNEX system shall include the full interior cabinet/storage configuration, restraint/fastener system, and interior LED lighting described in this notice.

The anticipated quantity is provided for market research purposes only and does not obligate the Government to procure any specific quantity.

3.0 Container Requirement

Each CONNEX container shall meet the following minimum requirements:

• New 20-foot MilSpec CONNEX container
• New/unused condition
• Standard 20-foot ISO-style container footprint
• Weather-resistant and suitable for outdoor storage
• Structurally sound and capable of safely supporting installed storage cabinets and shelving
• Lockable cargo doors
• Interior configured to support cabinet and shelving installation
• Suitable for transport and relocation
• Corrosion-resistant exterior coating or finish appropriate for outdoor use
• Exterior color: [Insert Color, if applicable]

Delivery: FOB Destination to Fort Stewart, GA

4.0 Required Interior Configuration

Each of the six CONNEX containers shall include all necessary hardware, mounting brackets, restraint systems, fasteners, anchoring, and installation labor required to provide a complete and usable storage system.

5.0 Restraint / Fastener System

Each container shall include a restraint and fastener system sufficient to secure all installed cabinets, shelves, bins, and related components during normal use and transportation.

At a minimum, the restraint/fastener system shall:

• Securely attach cabinets and shelving to the container structure
• Prevent shifting, tipping, or movement during routine use and transport
• Be compatible with the size and weight of all installed storage components
• Include all necessary mounting hardware, bracing, anchors, straps, rails, bolts, or other required components
• Be installed in a professional and workmanlike manner
• Not interfere with cabinet door or drawer operation
• Maintain safe aisle/access space inside the container

6.0 Electrical / Lighting Requirement

Each container shall include an interior LED lighting system consisting of:

• Interior LED light fixture or fixtures sufficient to illuminate the container interior
• Wall switch
• Electrical outlet/switch combo
• Properly routed and protected wiring
• Electrical components installed in accordance with applicable electrical standards
• Power connection configuration: [Insert Requirement, e.g., 120V AC shore power inlet, hardwired connection, generator-compatible connection, etc.]

Vendors should identify any assumptions regarding electrical input, power requirements, outlet type, lighting layout, code compliance, and any recommended electrical configuration.

7.0 Brand Name Only Cabinet Requirement

The Government requires the cabinet systems identified below as Brand Name Only.

The required cabinet brands are:

• Durham
• Stanley Vidmar

Vendors responding to this RFI shall identify whether they can provide the exact Brand Name Only Durham and Stanley Vidmar cabinet items listed below.

If any required item is unavailable, discontinued, subject to extended lead time, or requires clarification, vendors shall clearly identify the issue in their response. This notice is intended to determine whether the required Brand Name Only items are commercially available and whether vendors can provide the items as part of a fully integrated CONNEX storage solution.

8.0 Required Configuration Per CONNEX Container

Each of the six CONNEX containers shall be configured as follows:

Left Side of Each Container

Each container shall include the following items on the left side:

1. Heavy-Duty Durham Shelved Bulk Storage Cabinets
   • Quantity per container: 4 each
   • Total quantity for six containers: 24 each
   • Approximate dimensions: 4’ W x 2’ D x 7’ H
   • Location: Left side of container
   • Brand: Durham
   • Requirement: Brand Name Only
2. Heavy-Duty Durham Shelved Bulk Storage Cabinet
   • Quantity per container: 1 each
   • Total quantity for six containers: 6 each
   • Approximate dimensions: 36” W x 18” D x 42” H
   • Location: Left side of container
   • Brand: Durham
   • Requirement: Brand Name Only
3. Divided Small Parts Bin with Doors
   • Quantity per container: 1 each
   • Total quantity for six containers: 6 each
   • Compartments: 40 compartments
   • Doors required
   • Location: Left side of container
   • Requirement: Brand Name Only, if a specific brand/model is required by the Government

Right Side of Each Container

Each container shall include the following items on the right side:

1. Stanley Vidmar 8-Drawer Storage Cabinets
   • Quantity per container: 7 each
   • Total quantity for six containers: 42 each
   • Drawer count: 8 drawers per cabinet
   • Location: Right side of container
   • Brand: Stanley Vidmar
   • Requirement: Brand Name Only
2. Stanley Vidmar Overhead Bulk Shelf Cabinets
   • Quantity per container: 7 each
   • Total quantity for six containers: 42 each
   • Approximate dimensions: 30” W x 27” D x 59” H
   • Location: Right side of container
   • Brand: Stanley Vidmar
   • Requirement: Brand Name Only

9.0 Requested Vendor Information

Interested vendors are requested to submit a capability statement addressing the following:

1. Company name, address, website, and point of contact information
2. Unique Entity ID and CAGE Code
3. Business size under the applicable NAICS code
4. Socioeconomic status, if applicable
5. Confirmation of ability to provide six new 20-foot MilSpec CONNEX containers
6. Confirmation of ability to install the listed cabinet and storage components in each container
7. Confirmation of ability to provide the required Durham Brand Name Only cabinet items
8. Confirmation of ability to provide the required Stanley Vidmar Brand Name Only cabinet items
9. Confirmation of ability to provide the restraint/fastener system for each container
10. Confirmation of ability to provide the interior LED light with wall switch/outlet combo for each container
11. Estimated commercial availability and lead time
12. Estimated delivery timeline after receipt of order
13. Whether the items are available through GSA Schedule, DLA contract, or another Governmentwide acquisition contract, if applicable
14. Whether the vendor is a manufacturer, authorized distributor, reseller, or integrator
15. Any relevant past performance providing similar modified CONNEX containers, storage containers, mobile storage systems, or industrial cabinet systems
16. Any questions, concerns, or recommended changes to the requirement
17. Rough Order of Magnitude pricing, if available and voluntarily provided

10.0 Questions for Industry

The Government requests industry feedback on the following:

1. Can your company provide six fully configured 20-foot MilSpec CONNEX storage container systems?
2. Can your company provide the exact Brand Name Only Durham and Stanley Vidmar cabinet items listed in this notice?
3. Are all required Durham and Stanley Vidmar cabinet items commercially available?
4. Are there any known supply chain issues or extended lead times associated with the required cabinet items?
5. What is the estimated lead time for delivery of the first completed CONNEX system?
6. What is the estimated lead time for delivery of all six completed CONNEX systems?
7. Can all six containers be delivered at the same time, or would phased delivery be recommended?
8. Are there any transportation, weight, installation, or safety concerns with the proposed configuration?
9. Are there commercial standards or best practices the Government should include for securing cabinets inside a CONNEX container?
10. Are there recommended specifications for the LED lighting, wall switch, and outlet combo?
11. Is the requirement suitable for small business participation?
12. Are there any recommendations the Government should consider before issuing a formal solicitation?

Respondents shall clearly mark any proprietary or confidential business information contained in their response. The Government will not be responsible for any proprietary information that is not clearly marked.

Information received in response to this RFI may be used to develop the Government’s acquisition strategy and potential future solicitation.
