This notice does not constitute a Request for Proposal (RFP), Invitation for Bid (IFB), or an obligation on the part of the Government to acquire any products or services. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government will not pay for information submitted in response to this RFI, nor will it reimburse respondents for any costs incurred in preparing responses. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. All submissions become Government property and will not be returned. 2.0 PROGRAM BACKGROUND & SCOPE The PM E2S2 has a potential requirement for the build-to-print manufacture, assembly, first article inspection, preproduction First Article testing, and delivery of the PDISE family of systems and associated components and packaging. PDISE is a standardized, ruggedized, man-portable family of electrical feeder and distribution equipment that connect mobile power generation equipment and warfighter mission equipment in harsh tactical environments across Multi-Domain Operations (MDO). The PDISE family consists of five Government-owned Technical Data Package (TDP) end-item Configuration Items (CIs) and their associated accessories. For this acquisition, only four of those end-items are required. The M60 A/P Distribution System is not anticipated to be included in this acquisition effort. The following systems will be procured: M200 A/P Feeder System: 3-Phase, 200 Amperes/Phase (MIL-DTL-53126/1; Drawing 13229E6350) (NSN 6150-01-308-5672) M100 A/P Feeder System: 3-Phase, 100 Amperes/Phase (MIL-DTL-53126/2; Drawing 13229E6351) (NSN 6150-01-308-5671) M40 A/P Distribution System: 3-Phase, 40 Amperes/Phase (MIL-DTL-53126/3; Drawing 13229E6353) (NSN 6150-01-307-9446) M46 Utility Assembly: Electrical Receptacles and Illumination Kit (MIL-DTL-53126/5; Drawing 13226E7046) (NSN 6150-01-208-9751) Procurement Baseline: Build-to-print execution using existing Government TDPs, MIL-DTL-53126, and associated specification slash sheets. TDPs for the PDISE systems are available upon request. 3.0 PURPOSE OF THIS RFI The Government seeks to determine: The availability of qualified large and small business sources under NAICS 335999 and 335313 capable of manufacturing, testing, and delivering the PDISE family of systems. Industry capacity and lead times for manufacturing and assembling heavy-duty electrical power-distribution equipment, including Class L connectors, ruggedized cables, military packaging and specialized circuit breakers. Vendor capability to conduct First Article Testing (FAT) and environmental testing per MIL-DTL-53126. Rough Order of Magnitude (ROM) unit cost for each item. The feasibility of small business set-asides (e.g., Total Small Business, 8(a), HUBZone, SDVOSB, or WOSB). 4.0 SPECIFIC INFORMATION REQUESTED (VENDOR QUESTIONNAIRE) Interested vendors are requested to provide clear, detailed responses to the questions below. Generic corporate marketing brochures that do not directly address these technical and manufacturing questions will not be considered. Section A: Corporate & Business Information Company Profile: Provide Company History (years in business), Name, Address, Website, CAGE Code, and Unique Entity Identifier (UEI) under SAM.gov. Business Size Standards: State your business size (number of employees) and socio-economic status under NAICS 335999 and 335313 . Specify if your firm is: Large Business Small Business (SB) Small Disadvantaged Business (SDB) / 8(a) Service-Disabled Veteran-Owned Small Business (SDVOSB) Historically Underutilized Business Zone (HUBZone) Woman-Owned Small Business (WOSB / EDWOSB) Role & Teaming Intent: Do you intend to respond to a solicitation as a Prime Contractor , Joint Venture / Teaming Partner , or Subcontractor ? If teaming or subcontracting, describe proposed workshare allocations and your strategy to satisfy the Limitations on Subcontracting ( FAR 52.219-14 ). Workload: If your company is awarded the contract, will you be able to perform at least 50% (percent) of the work required in house? Relevant Corporate Experience and Past Performance: Provide up to three examples of recent, relevant efforts involving build-to-print manufacture, inspection, testing, and delivery of ruggedized electrical distribution equipment, cable assemblies, or comparable military hardware. For each example, identify the customer, period of performance, scope, quantities, contract value, and customer point of contact, if available. Limit each past-performance example to two pages. Section B: Build-to-Print Manufacturing & Technical Capabilities TDP & Specification Conformance: PDISE requires fabrication to Government TDPs without redesign. Describe your facility’s experience manufacturing ruggedized power distribution centers, electrical enclosures, and high-power tactical cables to Government drawings (ASME Y14.100 / MIL-STD-31000). Tooling & Production Processes: Describe your capabilities for: Heavy-gauge multi-conductor power cable assembly. Assembly and wiring of circuit breaker inside distribution enclosures. Integration of MIL-DTL-22992 (Class L) heavy-duty cylindrical connectors into enclosures and cabling. Facilities and Production Control: Describe the availability, size, and location of facilities; manufacturing equipment; production capacity; production-control processes; records-management practices; and reporting systems used to support cost, schedule, and performance requirements. Chemical Agent Resistant Coating (CARC): PDISE enclosures require pre-treatment and painting conforming to MIL-DTL-53072 and SAE-AMS-STD-595. Does your facility possess in-house CARC painting capabilities or do you rely on qualified third-party coating vendors? Packaging & Wood Packaging Material (WPM): Can your facility provide military preservation, marking, and crating conforming to Drawings 13230E7021/7020/7019? Manufacturing Readiness Level (MRL): What is your current assessed Manufacturing Readiness Level for this class of tactical electrical distribution hardware? In-Process and Final Inspection: Describe your processes for receiving inspection of components and materials, in-process inspection, final inspection, nonconformance control, and documentation of inspection of completed PDISE or similar end items, as applicable. Section C: First Article Testing (FAT) & Environmental Qualification In-House vs. Subcontracted Testing: PDISE First Article Preproduction Inspection (FAT) requires 2 units per configuration tested within 180–360 Days After Contract Award (DACA). Identify whether your company possesses internal testing facilities or an established relationship with a DoD-certified laboratory to conduct First Article Testing in accordance with MIL-DTL-53126. Failure Escalation & Root Cause Analysis: Describe your engineering experience and/or procedures for performing root cause failure investigations and delivering Failed Item Analysis Reports (FIARs) and Test Incident Reports (TIRs) (DI-MISC-80711). Section D: Quality Management & Configuration Control Quality Certifications: Is your quality management system certified to ISO 9001:2015 , AS9100D , or an equivalent standard? Provide certificate numbers and registrar details. Configuration Management System (CMS): The contractor cannot deviate from the TDP without formal Government approval via Engineering Change Proposals (ECPs) or Requests for Variance (RFVs). Describe your formal configuration management process for tracking baseline changes in accordance with MIL-STD-3046 and MIL-HDBK-61 . Section E: Supply Chain Resilience, Surge Capacity & Lead Times Long-Lead Material Availability: Certain components (e.g., MIL-DTL-22992 Class L connectors, Mil-Spec lumber, specialized Mil-Spec circuit breakers and cables) historically experience extended lead times. What are your current supplier’s lead times for these or similar critical long-lead items? How does your company mitigate obsolescence and supply chain disruptions? Production Throughput & Surge Capacity: What is your estimated monthly steady-state production throughput for PDISE systems (M200, M100, M40, M46)? What is your maximum surge capacity (percentage increase above steady-state) that could be sustained under Defense Priorities and Allocations System ( DPAS ) rated orders (e.g., DO/DX ratings)? Army Arsenal Integration (Make-or-Buy): In accordance with the Army Make-or-Buy policy (DI-MGMT-82398), prime contractors must assess manufacturing end-item components within the US Army Arsenal System (e.g., Rock Island Arsenal, Watervliet Arsenal). Does your organization have prior experience partnering with or evaluating Army Arsenals for component production? Section F: Past Performance & Rough Order of Magnitude (ROM) Relevant Experience: Provide up to three (3) examples of contracts completed or performed within the past five (5) years involving the manufacture, testing, or delivery of tactical electrical distribution, high-voltage vehicle power systems, or comparable DoD equipment. Provide ROM pricing for the following quantity ranges: 1–50, 51–100, and 101–200 units.
