The Government hereby submits a notice of intent to award a sole-source, firm-fixed-price contract/purchase order to:

It is the belief of the Government that this organization is the sole source to fulfill the need of one responsible source to satisfy the agency's requirements.

2. Regulatory and Statutory Authority

This sole-source contracting action is conducted in accordance with Federal Acquisition Regulation (FAR) Class Deviation / Revolutionary FAR Overhaul (RFO) guidelines. Under the RFO, simplified procedures for commercial acquisitions are consolidated under RFO FAR Part 12 [specifically RFO FAR 12.201-1 (Simplified procedures) and RFO FAR 12.102(a) for acquisitions valued at or below the Simplified Acquisition Threshold].

The statutory and regulatory authorities permitting other than full and open competition are:

• Regulatory Authority: RFO FAR 6.103-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."
• Statutory Authority: 10 USC 3204(a)(1) (for Coast Guard operating under DoD/Navy) or 41 USC 3304(a)(1) (for Coast Guard operating under civilian DHS).

The contractor will review seakeeping data, evaluate maximum wave load approaches, extend risk-based operator guidance to cutters, and provide hull structural monitoring analysis support.

This hereby constitutes a synopsis of the items included in this requirement. This notice is NOT a request for competitive quotes or proposals, and a written solicitation will not be issued. However, responses to this notice demonstrating clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder critical mission objectives will be considered.

The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive solicitation for future requirements regarding this program. The Government will not be responsible for any costs incurred by responding to this notice.

STATEMENT OF WORK

Special Studies for USCG Expert Seakeeping and Structural Analysis Support

1. INTRODUCTION

The US Coast Guard SFLC ESD supports the fleet in seakeeping and structural analysis efforts requiring risk-based assessments to support engineering, operational and maintenance decisions. Variability of the wave environment experienced on US Coast Guard Cutters is a specific example of factors affecting seakeeping capability and structural integrity requiring evaluation using a probabilistic risk-based evaluation approach.

The objective of this outline Statement of Work (SOW) is to provide specialized expertise and experience in US Coast Guard SFLC ESD to assess coast guard boats and cutters as outlined in the following tasks.

3. SCOPE OF WORK

To assist in the required seakeeping and structural monitoring-related support efforts, the contractor will provide expert knowledge in performing the following tasks.

Task 1- Seakeeping, Structural Loads, and Technical Standard Support

• Review US Coast Guard seakeeping data from analysis, model and full-scale testing. Provide expert advice on seakeeping capability assessments for up to five applications.
• Extend the risk-based operator guidance approach for boats to US Coast Guard cutters.
• Review data applicable to US Coast Guard boat and cutter operations and risk-based seakeeping evaluations for up to five applications.
• Evaluate maximum wave load approaches applicable to operation of US Coast Guard cutters. The evaluation shall include the response statistics and consequences to develop a risk-based approach for a specific cutter application.
• Review and advise on seakeeping evaluations and certification documents for US Coast Guard cutter helicopter-related operations.
• Develop inputs for seakeeping Technical Standard development.

Task 2 - Hull Structural Monitoring Analysis Support

• Review HSMS data and advise on data analysis approaches required to support fleet lifecycle decisions
• Evaluate approaches for instrumenting US Coast Guard cutters for structural performance evaluation and fatigue analysis.
• Evaluate deployment reports to support a virtual monitoring approach for a class of US Coast Guard cutters.

Task 3 – Reporting
The contractor shall develop summary letter reports for each subtask in Tasks 1 and 2 upon their completion.

4. DELIVERABLES AND SCHEDULE

4.1 DELIVERABLES – The Contractor shall include in the report deliverables of Tasks 1 through 3 to SFLC-ESD-NAME-Nav Arch all photographs, illustrations, charts, graphs, tables, calculations, text, analyses, algorithms, conclusions and recommendations developed as a part of this project. After receiving SFLC-ESD-NAME-Nav Arch comments, the Contractor shall produce the updated deliverable within four weeks. Each deliverable, both draft and final, shall be transmitted to the SFLC-ESD-NAME-Nav. All deliverables shall be provided as (1) electronic copy provided via internet transfer or a secure transfer protocol such as DODSAFE is acceptable.

4.2 Modifications to contractor submittals required by the government reviewers, if judged by the contractor to be outside the scope of this Statement of Work, shall be discussed at a meeting of the government technical and contracting personnel with contractor representatives.

4.3 SCHEDULE – The following schedule of events shall be followed by both the U.S. Coast Guard and the Contractor in carrying out the provisions of this Statement of Work. When either party becomes aware of their inability to conform to this schedule, they shall advise the other party, in writing, propose an alternate schedule, and provide justification. The Period of Performance is one year from award.

5. QUALITY ASSURANCE

5.1 The government reserves the right to witness the validation procedures and validation processes of any part of the project development at whatever site such action is taking place.
5.2 The government will review the contents and format of the deliverables in their entirety prior to issuing approval.

6. SECURITY CLEARANCE

• This work is not classified. No security clearance is required.

7. USE OF GOVERNMENT FURNISHED MATERIAL

7.1 Government furnished material identified in this SOW shall be used for the delivery order only and shall not be used or disseminated for any other purpose.
