Notice of Intent to Sole Source - RS Means

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Overhaul (RFO) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is prescribed by RFO 12.201-1.
 

The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate and award a sole-source purchase order to RS Means Company, LLC for the RS Means Data Subscription as described below . The anticipated award date is September 18, 2026.

Description of supplies or services required to meet agency needs

The National Oceanic and Atmospheric Administration’s Office of the Chief Administrative Officer (OCAO) requires a total of 14 licenses for RS Means Full Library data access. The OCAO manages major construction projects, in addition to repair and alteration projects. The project managers rely on the dataset available through RS Means to build accurate construction cost estimates necessary to manage their projects. 
 

The associated North American Industry Classification System (NAICS) code for this procurement is 513210 (Software Publishers).

Notice of Capability Statement Consideration: This notice is not a request for competitive quotes. However, any responsible source that believes it can meet the government's requirement may submit a capability statement for quote. Capability statements or quotes received prior to the closing date will be considered by the agency solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
